About this file
This is Addendum No. 3 to RFB 2024-084 from the City of Waco, Texas Purchasing Services for the Wetlands Pump Station Project, providing answers to questions about HMI interface clarifications, PLC programming, and communications requirements. The addendum specifies a bid closing time of 2:00 P.M. CST and opening time of 2:05 P.M. CST on Wednesday, December 11, 2024, with the bid opening to be conducted via Zoom Video and Dial In.
The technical clarifications specify that the HMI interface should control pump start/stop functions and display I/O status, faults, alarms, and power meter information on a single screen without menu navigation. The PLC programming must control pump operations, receive Auto signals from H/O/A switches, trigger alarms, send data to SCADA for real-time visualization, and manage pump run times and fault histories. The cellular connection, utilizing an MDS Orbit Platform with SMA connection, is intended for SCADA remote monitoring and control of equipment and processes.
