About this file
This is Addendum No. 3 to RFB 2024-084 from the City of Waco, Texas for the Wetlands Pump Station Project. The addendum provides answers to questions regarding HMI interface clarifications, PLC programming, and communications requirements. The bid closing date is set for December 11, 2024, at 2:00 P.M. CST, with bid opening at 2:05 P.M. CST via Zoom video and dial-in. The addendum clarifies that the HMI interface should control pump start/stop functions and display I/O status, faults, alarms, and voltage information from the power meter on a single screen without menu navigation.
The PLC programming requirements include control of pump start/stop functions, receiving 'Auto' signals from pumps H/O/A, triggering alarms for intrusion and pump/wetwell conditions, and sending data to a SCADA system for real-time visualization and historizing. The cellular connection will be used for SCADA remote monitoring and control, utilizing the MDS Orbit Platform with an SMA antenna connection. The addendum requires acknowledgment through signature and return with the RFB response, though no specific pricing information or funding details are included in this document.
