About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by the Texas Facilities Commission (TFC) for professional architectural and related professional and technical services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The services are for renovations, alterations, and building system improvements to various state-owned facilities primarily located in Austin, Dallas, El Paso, Fort Worth, Houston, San Antonio, and Waco, Texas. The initial contract term is from the contract execution date through August 31, 2026, with an option to renew for one additional two-year term. Mandatory pre-submittal teleconferences are scheduled for November 6 and 7, 2024, and qualifications are due by November 21, 2024. TFC anticipates awarding one or more contracts to the most qualified respondents, and the approximate construction cost for most projects is expected to range from $8,000 to $250,000.
Respondents will be evaluated based on relevant experience and qualifications (60%), proposed methodology (20%), and quality assurance/quality control (20%). The RFQ indicates that respondents must submit a Historically Underutilized Business (HUB) Subcontracting Plan as part of their qualifications, and failure to submit a compliant HSP will result in solicitation disqualification. The contract requires various insurance coverages, including professional liability, general liability, and workers' compensation. The possible award value or budget range for this IDIQ contract is not explicitly stated, but the RFQ suggests that the total not-to-exceed amount will be specified in the Professional Architectural and Other Related Professional and Technical Services Agreement.

ADDENDUM #2
DATE: 11/18/2024
RFQ #: 0002031
TITLE: Professional Architectural and Other Related Professional and Technical Services IDIQ PROPOSAL DEADLINE: November 21, 2024, 3:00 PM CST
Addendum item #1: to ANSWER questions from potential Respondents:
# QUESTION ANSWER
1 Do we need to provide consultants firms as part of the HSP, considering we don't know what projects we will be doing yet?
No.
2 Will there be an additional A/E IDIQ RFQ in 2025 covering larger projects exceeding 500,000 per project?
No, existing IDIQ participants will be utilized, or a separate solicitation will be issued.
3 RFP: "(4) Provide ten (10) most relevant projects done by project team." Could the requested projects be completed by a sub-consultant, or must they be directly completed by the Prime contractor to satisfy this requirement?
Example projects should be projects completed by the prime Respondent.
4 Given that the RFQ packet suggests a strong focus on architectural firms and the pre-bid meeting indicated that only 2-3 prime contractors will be selected, could you clarify if a Civil Engineering firm would be competitive as a prime? Specifically, we’re interested in understanding if civil-only scopes are anticipated within this RFQ, especially for smaller projects located outside of Austin, as mentioned during the meeting.
No, existing IDIQ Civil participants will be utilized, or a separate solicitation will be issued.
5 The deadline is noted as November 21, 2024 - Wednesday at 3:00pm. The 21st is a Thursday. Could you please clarify?
The deadline is Thursday, November 21, 2024 at 3:00 PM Central Standard Time.
6 Can the proposer submit conceptual design, feasibility studies and other project types for project experience even though those projects have not been built or completed yet?
No, only completed projects that fulfill the requested target construction costs will be considered.
# QUESTION ANSWER
7 Is a COI copy required at the time of submittal, or can that be submitted once the project is awarded?
A certificate of insurance (COI) is not required with your response. The awarded firm(s) will be asked to supply a COI meeting the requirements in the contract template prior to execution of contract.
8 Relevant Experience-A/E Questionnaire:
The answer to a previous question stated that the projects in the A/E Questionnaire form can be the same projects presented in the relevant experience and qualifications.
The A/E questionnaire states that the project should be done in the last five years, however, the addended RFQ states that the criteria for the relevant experience projects can be completed within the past ten years.
Just to clarify, can the projects listed for both be within the past 10 years?
Yes, the projects submitted with the A/E Questionnaire can be within the past ten years.
All other aspects of the RFQ # 0002031 remain as is.
