About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by the Texas Facilities Commission (TFC) for professional architectural and related professional and technical services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The services are for renovations, alterations, and building system improvements to various state-owned facilities primarily located in Texas. The initial contract term is from the contract execution date through August 31, 2026, with an option to renew for one additional two-year term. Mandatory pre-submittal teleconferences were held on November 6 and 7, 2024, and qualifications are due by November 21, 2024. TFC anticipates awarding one or more contracts to the most qualified respondents, and the approximate construction cost for most projects is expected to range from $8,000 to $250,000.
The RFQ indicates that respondents must submit a Historically Underutilized Business (HUB) Subcontracting Plan as part of their qualifications, and failure to submit a compliant HSP will result in solicitation disqualification. The contract requires various insurance coverages, including professional liability, general liability, and workers' compensation. The possible award value or budget range for this IDIQ contract is not explicitly stated, but the RFQ suggests that the total not-to-exceed amount will be specified in the Professional Architectural and Other Related Professional and Technical Services Agreement.

ADDENDUM #1
DATE: 11/12/2024
RFQ #: 0002031
TITLE: Professional Architectural and Other Related Professional and Technical Services IDIQ PROPOSAL DEADLINE: November 21, 2024, 3:00 PM CST
Addendum item #1: to POST revised Request for Qualifications (RFQ) document updating the Relevant Experience and Qualifications section to change the dollar thresholds for the example projects and add a time limit of the past ten years. The revised RFQ document has been posted to the ESBD and Bonfire.
Addendum item #2: to PROVIDE registration logs for the two mandatory pre-submittal conferences.
Only those firms on the registration sheets shall be permitted to submit as a prime for this solicitation.
See lists appended to document below.
Addendum item #3: to ANSWER questions from potential Respondents:
# QUESTION ANSWER
1 Can you Confirm that the Times for
Submissions of Proposals and Questions are in Central Standard Time (CST)?
The question deadline and due dates are central standard time.
2 Can the prime submit more than one of the same discipline subconsultants, to meet the specific needs for different projects?
Yes, multiple subconsultants can be selected for the same discipline.
3 Is it preferred to have a full team submit a response or can engineering firm submit response individually? It is not clear in the RFP whether a full team response is required or if consultants can submit on their own.
It is preferable if the submission is from the full team. The engineering firm will be subcontracted to your firm and therefore need to coordinate with your Architectural team.
4 The RFQ states, "It is anticipated that the approximate cost of construction for most of the aforementioned projects is estimated to be between $8,000 and $250,000." Is this range for the Total Cost of Construction (all inclusive)? Or is this the amount/range available for design fees?
This cost is the total construction budget for the project including design fees.
# QUESTION ANSWER
5 For the 10 projects, only 4 of 10 can be large projects, can we submit all 10 large projects over a construction budget of $50,000?
This Contract will be mainly used by the Minor Construction division which typically have smaller construction budgets for renovations of tenant spaces with much of the work performed by Job Order Contractors. If you omit projects for a specified dollar threshold, you will be graded accordingly. The dollar thresholds have been amended as per Addendum Item #1 above.
6 If we were to go after this and get it, would it count against us in trying to get larger projects with their own RFQ?
In general, the scope of projects for this Contract should not prevent you from award on a separate RFQ with TFC. The exception would be if your scope included developing specifications for that other solicitation. See paragraph 8 in Attachment A - Execution of Submittal.
7 Even in our IDIQ work we did not have projects as small as you are asking for in the relevant experience. Projects smaller than $10,000 in today's economy are very small.
Will it count against us if we only present larger projects?
Yes. See answer to question #5 above.
8 This is such a very diverse range of size we may not want to the same consultants depending on the scope of the assignment. Can we have more than one consultant of the same type listed? Can we wait until there is an assignment to determine who we want as consultant, or do they have to be listed now?
See answer to Question #2 above. Changes can be made to subconsultants but if they are not listed on the HSP, then an HSP update will be needed prior to award of a project under the Contract.
9 Do you anticipate there being a need for Traffic Engineering Services?
Some projects may have a need for traffic engineering services.
10 Does your office have a ratio of projects, Austin compared to the rest of Texas?
Probably 95% will be here in Austin area.
11 Could only architects serve as the prime consultant?
No; however, the prime submitting must have current registration with either the Texas Board of Architectural Examiners or Texas Board of Professional Engineers and Land Surveyors.
12 When you say that the AE contractor will be in support of the TFC in-house design, does that mean that the Prime will be consistently working collaboratively with TFC delivered designs to provide QA/QC and construction administration? Or will there be more independence between TFC staff and AE Primes in projects?
The awarded firm will be submitting the design to TFC for review, although the initial QA/QC will be the responsibility of the A/E Contractor.
Construction administration falls under this RFQ.
All designs will need to comply with A/E Guidelines as referenced in the Attachment D – Contract Template.
13 Is it a problem if we submit only medium and large tenant improvements? It is hard to find projects with a budget below 10,000.
Should I omit low budget project or add another 3 medium budget samples?
Please see answer to question #5 above.
14 Can the projects in Attachment B be the same as the projects used in the previous question?
Yes, the projects in the A/E Questionnaire form can be the same presented in relevant experience and qualifications.
15 Where can we find a list of HUB certified subs?
Texas Certified HUBs can be searched at the following site:
https://mycpa.cpa.state.tx.us/tpasscmblsearch/tpas scmblsearch.do
16 Could you all provide the HUB Checklist that was shown today.
It can be downloaded from the Comptroller website at the following link:
https://comptroller.texas.gov/purchasing/vendor/h ub/forms.php
17 How many firms will be shortlisted/selected?
Currently, TFC anticipates award up to three firms. This may change based on responses received and geographic service areas.
18 For Professional Technical Services, would Technology/AV/Security Consulting/Design Services be included? Or are Technical Professional Services limited to engineering, plumbing, surveying, electrical, 3D scanning?
All of these services may be part of the scope for a project awarded under this Contract.
19 Do engineering (MEP, Structural) teams need to be included in our response to this
RFQ?
There is no need to submit MEP or structural subconsultants as part of your project team.
Example projects presented should show prime’s experience working with MEP and other relevant subconsultants on previous projects.
20 How many projects are anticipated per year?
Historically, we have had as many as 250 projects in a year. Not all projects involve architecture services.
21 Besides interior finishes, are there any other project types?
Most projects are interior finish out, although there a few that may include exterior scope of service.
22 Do you accept other certifications other than HUB? for example SBE, DBE, Minority etc?
TFC only accepts Texas HUB certified vendors to count towards HUB participation.
23 Even in our IDIQ work we did not have projects as small as you are asking for in the relevant experience. Projects smaller than $10,000 in today's economy are very small.
Will it count against us if we only present larger projects?
See answer to question #5 above.
24 If we were to go after this and get it, would it count against us in trying to get larger projects with their own RFQ?
See answer to question #6 above.
25 To clarify, we do not need to submit the HUB certified team at submittal time if we cover the architectural services?
Depending on the method chosen will determine what needs to be submitted with your HSP.
26 Do we get points taken off for self-performing method?
Grading of the HUB Subcontracting Plan is Pass/Fail. There are no points associated with the
HSP.
https://mycpa.cpa.state.tx.us/tpasscmblsearch/tpasscmblsearch.do https://mycpa.cpa.state.tx.us/tpasscmblsearch/tpasscmblsearch.do https://comptroller.texas.gov/purchasing/vendor/hub/forms.php https://comptroller.texas.gov/purchasing/vendor/hub/forms.php
27 If we choose Self-Performing for this submittal as a HUB certified firm - can we change the method per RFP awarded?
If you are the awarded Respondent, changes to the HSP can be made by submitting an updated HSP to the HUB division for review and approval.
28 Are interviews in person or virtual? This has not yet been determined.
29 Can the ten relevant projects include projects from subconsultants?
The relevant projects can include subconsultants used to show experience working with MEP or structural engineers; however, projects exclusive to a third party should not be presented.
30 Will scoring or ranking be shared with the applicant’s post-evaluation?
The tabulation will be shared with all respondents after the award. We also offer debriefs with respondents, if requested.
31 For newly established firms, can the experience provided come from personnel experience with other firms?
If necessary, yes. Respondent should clearly mark that the project was conducted under previous employment with another firm.
32 Is there a time limit on the project experience?
See addendum item #1. Example projects should be limited to completed projects in the last ten years.
33 Would a list of past projects in the $100,000
- $1,000,000 range be acceptable?
See answer to question #5 above.
34 Will we need MEP engineers? Yes. There will be many projects that will require MEP engineering that will be expected to be done in house or from a subconsultant to the prime.
35 Do we need to have geotechnical, environmental, or test and balance providers as part of our team?
Geotechnical is not typically part of our projects.
Environmental may be needed to test or abate asbestos. Test and balance would be needed for HVAC related projects.
36 Is there any master planning or facility assessment as part of this scope of work?
Not typically. Our projects are relatively small and nimble. The schedule is abbreviated. Master planning and facility assessments are handled by the Facilities Design Construction group.
37 Will initial programming be done by TFC? Yes, for the Austin area. For the out of Austin projects, the awarded firm may have more involvement during the programming phase.
38 Is there a max limit on the contracts? No 39 Is there a possibility for an interior design firm to be the prime?
Yes. However, if the scope of the project requires the Professional services of an Architect/Engineer as indicated by the TBAE/PELS respectively, one must be provided.
40 For architect firms, do we need to submit the credentials for any MEP subconsultants?
There is no need to submit MEP subconsultants as part of your project team. Example projects presented should show prime’s experience working with MEP and other subconsultants on previous projects.
41 My firm offers trade work, plumbing and HVAC, including design services. Would this pertain to this solicitation? We do not currently have any architects on staff.
No, that does not really pertain to this solicitation.
42 Do subconsultants also have to show their certificate of registration with TBAE and
PELS?
No, only the prime needs to provide their certificate of registration.
All other aspects of the RFQ # 0002031 remain as is.
