About this file

This document is a Request for Qualifications (RFQ) issued by the Texas Facilities Commission (TFC) for professional architectural and related professional and technical services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The services will be for renovations, alterations, and building system improvements to various state-owned facilities primarily located in Austin, Dallas, El Paso, Fort Worth, Houston, San Antonio, and Waco, Texas. The initial contract term is from the contract execution date through August 31, 2026, with an option to renew for one additional two-year term. Mandatory pre-submittal teleconferences are scheduled for November 6 and 7, 2024, and qualifications are due by November 21, 2024. TFC anticipates awarding one or more contracts to the most qualified respondents, and the approximate construction cost for most projects is expected to range from $8,000 to $250,000.

The RFQ indicates that respondents must submit a Historically Underutilized Business (HUB) Subcontracting Plan as part of their qualifications, and failure to submit a compliant HSP will result in solicitation disqualification. The contract requires various insurance coverages, including professional liability, general liability, and workers' compensation. The possible award value or budget range for this IDIQ contract is not explicitly stated, but the RFQ suggests that the total not-to-exceed amount will be specified in the Professional Architectural and Other Related Professional and Technical Services Agreement.
