About this file
This document is a Request for Information (RFI) issued by the Texas Space Commission (TSC), a newly created state agency, seeking information on a customer relationship management (CRM) system to fulfill its statutory mandate. The key objectives for the CRM system include ensuring adaptability for mobile use, securing data, and providing robust access and change control features. The desired solution should serve as a central hub to process, categorize, and respond to stakeholder communications, as well as enable the TSC to disseminate information to the public through various channels. Vendors are requested to provide detailed information on a customizable CRM solution that can handle a variety of correspondence types, allow for automated workflows, offer data analytics reporting, and integrate with collaboration tools. Responses are due by September 30, 2024, and presentations may be scheduled during October 2024.
The RFI does not constitute a formal solicitation, and the TSC is not obligated to issue any procurement as a result of this process. Vendors are required to have, or be in the process of obtaining, a DIR cooperative contract. The RFI also specifies that the proposed solution should be scalable, secure, and supported by responsive services, with varying levels of access for TSC staff. Pricing information for the recommended CRM system is requested as part of the vendor's response.

RFI 358-24-00001
The Texas Space Commission (“TSC”) is a new state agency, created by the 88th Legislature, that seeks to fulfill its statutory mandate to promote innovation in the fields of space exploration and commercial aerospace opportunities and the integration of space, aeronautics, and aviation industries into Texas’s economy. To meet the goals set by the legislature, the TSC has identified the necessity to procure a modern customer relationship management system. The CRM must serve as a hub for the processing, categorization, and disposition of all communications received by the
TSC, as well as a means by which the TSC can transmit official communications to the public via the TSC website, email lists, social media, and traditional media.
Background:
The project involves the installation and support of a CRM; the TSC does not currently have a
CRM. Key objectives include ensuring the application’s adaptability for mobile use, securing data, and providing robust access and change control features. The goal is to implement a scalable, streamlined solution to process and respond to stakeholder communications, keep the public apprised of TSC-related activities and interests, and serve as a zero-barrier to communication central repository of ideas, aspirations, and leads that will raise Texas’s standing in the space industry.
Information Requirements from Vendors:
Vendors are requested to provide detailed information on a solution that ensures data integrity and security, including TXRAMP (Level 2) compliance. Specific requirements and other information the Vendor must submit include, but are not limited to:
1. The Vendor must have, or be in the process of obtaining, a DIR cooperative contract;
2. The CRM must:
• Be customizable;
• Handle a variety of physical, digital, and verbal correspondence, such as physical mail, social media, emails, phone calls, text messages, and webmail;
• Allow users to simply create automated communication workflows;
• Include a user-friendly interface for building emails in HTML;
**This RFI is only a request for information and no contractual obligation whatsoever on behalf of the
TSC shall arise from the RFI process. This RFI does not constitute a Request for Qualifications (RFQ), Request for Proposal (RFP), Request for Offer (RFO), Invitation for Bid (IFB), or other solicitation, nor does it constitute a commitment to issue any solicitation in the future. All costs associated with preparing a response or submission to this RFI shall be borne solely by the Respondent. Potential
