About this file

This document is a Request for Information (RFI) issued by the Texas Space Commission (TSC), a new state agency created by the 88th Legislature to promote innovation in the fields of space exploration, commercial aerospace, and their integration into Texas's economy. The TSC is seeking to procure a modern customer relationship management (CRM) system to serve as a hub for processing, categorizing, and responding to all communications received by the agency, as well as a means to transmit official communications to the public via various channels. The CRM must be customizable, handle diverse communication methods, allow for automated workflows, provide data and analytics reporting, integrate with collaboration tools, and offer robust security, scalability, and user access controls, among other key requirements. The TSC requests detailed information from vendors, including pricing estimates, by September 30, 2024, with the possibility of subsequent presentations in October 2024.

The RFI does not constitute a formal solicitation, and the TSC is not obligated to issue any future contracts as a result of this process. Respondents will bear the costs associated with preparing their submissions. The selected CRM solution will need to comply with TXRAMP (Level 2) security standards and integrate with the TSC's existing software, hardware, and data sources. Funding sources and specific budget allocations for this project are not provided in the RFI.

RFI 358-24-00001

The Texas Space Commission (“TSC”) is a new state agency, created by the 88th Legislature, that seeks to fulfill its statutory mandate to promote innovation in the fields of space exploration and commercial aerospace opportunities and the integration of space, aeronautics, and aviation industries into Texas’s economy. To meet the goals set by the legislature, the TSC has identified the necessity to procure a modern customer relationship management system. The CRM must serve as a hub for the processing, categorization, and disposition of all communications received by the

TSC, as well as a means by which the TSC can transmit official communications to the public via the TSC website, email lists, social media, and traditional media.

Background:

The project involves the installation and support of a CRM; the TSC does not currently have a

CRM. Key objectives include ensuring the application’s adaptability for mobile use, securing data, and providing robust access and change control features. The goal is to implement a scalable, streamlined solution to process and respond to stakeholder communications, keep the public apprised of TSC-related activities and interests, and serve as a zero-barrier to communication central repository of ideas, aspirations, and leads that will raise Texas’s standing in the space industry.

Information Requirements from Vendors:

Vendors are requested to provide detailed information on a solution that ensures data integrity and security, including TXRAMP (Level 2) compliance. Specific requirements and other information the Vendor must submit include, but are not limited to:

1. The Vendor must have, or be in the process of obtaining, a DIR cooperative contract;

2. The CRM must:

• Be customizable;

• Handle a variety of physical, digital, and verbal correspondence, such as physical mail, social media, emails, phone calls, text messages, and webmail;

• Allow users to simply create automated communication workflows;

• Include a user-friendly interface for building emails in HTML;

**This RFI is only a request for information and no contractual obligation whatsoever on behalf of the

TSC shall arise from the RFI process. This RFI does not constitute a Request for Qualifications (RFQ), Request for Proposal (RFP), Request for Offer (RFO), Invitation for Bid (IFB), or other solicitation, nor does it constitute a commitment to issue any solicitation in the future. All costs associated with preparing a response or submission to this RFI shall be borne solely by the Respondent. Potential
