About this file

This document is an Addendum to an Invitation for Bid (IFB) issued by the Texas Department of Information Resources (DIR) on behalf of the Department of Family and Protective Services (DFPS) for the purchase of OneTrust software. The Addendum includes a Question and Answer document that addresses vendor inquiries related to the IFB, such as confirmation of DIR's tax-exempt status, the potential need for implementation services, and the accessibility requirements for the OneTrust product. The IFB seeks responses from potential vendors to provide OneTrust software to DIR as part of the State of Texas Procurement and Contracting Management program.

The IFB indicates that this is a software renewal, as DFPS is already a customer of OneTrust and is requesting additional licensing. The solicitation requires a HUB Subcontracting Plan (HSP) for bids of $100,000 or more, and provides resources to assist vendors in completing the HSP. The IFB does not provide specifics on pricing, funding sources, or any set-aside requirements, but notes that the Department will not be extending the response deadline.

Vendor's Question DIR Answer

1. N/A N/A Would you confirm if DIR is Tax exempt or I have to add tax in my quote for below solicitation?

Per the State of Texas Procurement and Contracting Management Guide, Texas state agencies, such as DIR and DFPS, are tax-exempt.

2. N/A N/A Within the IFB for OneTrust software, there is no reference to implementation or ongoing services. Does the organization require implementation services for OneTrust?

If so, should these services be described in this bid response?

DFPS may need implementation services but will solicit them separately.

3. N/A N/A Will there be a future IFB for implementation or ongoing services related to this bid?

It is unknown at this time if there will be a future IFB for implementation services.

4. N/A N/A Is there an incumbent software provider or service implementation provider?

DFPS is already a customer of OneTrust and are requesting to additional licensing.

5. N/A N/A Due to the very short turnaround between vendor questions being due, and the full response being due, we please ask the department to consider the time it will take to modify bids based on answers to vendor questions.

Please consider whether an extension will be necessary once answers are posted by the department.

DFPS will not be extending the deadline.

Vendor's Question DIR Answer

6. N/A N/A Regarding the request for the list of respondent’s canceled contracts, please clarify that only refers to OneTrust software contracts canceled in the last 5 years? If not, please further define what the department means by ‘canceled contracts.’

Per page 15 & 16 of the IFB document, please provide information "for any identified contract cancelled within the past five years."

7. N/A N/A Does the Department agree that respondents who are OneTrust resellers will not be able to speak to the accessibility requirements of the OneTrust product(s), and therefore cannot fulfill Attachment A or fill out Attachment B?

The Attachment A/VPAT is product specific. Resellers need to reach out to the manufacturer for this requirement. Attachment B/PDAA is a holistic presentation of your organization’s approach to accessibility. Respondents shall respond to all requested requirements to the best of their ability.

8. N/A N/A Where will answers to vendor questions be posted publicly?

The answers to all respondent questions will be posted as an addendum to the IFB posting on the

ESBD.

9. N/A N/A Would like to know if this is a software renewal or not to make sure we are aligned with what your agency needs.

Please see answer for question 4.
