About this file

This document is a Questions and Answers (Q&A) attachment related to Request for Qualifications (RFQ) 2408-001 for Commissioning Services for Public Works Projects issued by Central Health, located in Austin, Texas. The RFQ is seeking to pre-qualify interested commissioning services firms for small to mid-sized projects on Central Health's existing and planned properties throughout Travis County. The Q&A provides clarification on various aspects of the RFQ, including the requirement for a local office, the inclusion of photographs or work product examples, subconsultant team expectations, HUB participation goals, LEED certification requirements, and the definition of "service lines." The Q&A also addresses questions related to staff licensing and certification requirements, the scope of services, and the page limit for the Statement of Qualifications.

The RFQ does not have a HUB participation goal, and HUB certification is not required to respond. Central Health anticipates that all capital improvement projects seeking commissioning services will be LEED certified. Respondents are allowed to propose subconsultants as part of their team, and there are no geographical or professional registration requirements for these subconsultants. Financial statements are not required for the pre-qualification process, but may be requested if a project has significant cost or risk.

Questions & Answers

RFQ 2408-001

***QUESTIONS AND ANSWERS ARE FOR INFORMATIONAL PURPOSES ONLY***

Q.1 On page 17 of the RFQ, 2nd bullet, it states that the prime contact must be based in the firms local office (within Travis, Williamson, or Hays Counties). The 5th bullet states "if the firm proposes to provide service from an office other than the local office...". Please confirm that a local office within Travis, Williamson, or Hays Counties is not required.

A.1 Please refer to Central Health Amendment 2 (Bidnet Addendum No. 3) released on September 5, 2024.

Q.2 On page 18, "Photographs or other examples of work product" is stated. Please clarify the desired product (e.g., Cx Plan, functional testing procedures, final report executive summary, etc.) Will these products be counted against the page limit (some may be voluminous)? Can they be submitted as an appendix?

A.2 “Photographs or other examples of work product" is stated with the intent to permit Respondents to submit information they believe significantly lends to their project experience and not with the intent to signify Central Health requires such desired products.

Yes page limits apply. Refer to the last line of the paragraph preceding that bulleted list.

Appendices are at the Respondent’s discretion and will be subject to the page limits.

Q.3 Hi, what are the County's expectations for developing a subconsultant team for this services pool? Do we need to list specific firms, resumes, etc?

A.3 Central Health does not have expectations for developing a subconsultant team.

It is at the Respondent’s discretion to include subconsultant information.

Q.4 Hi, what is the HUB % goal for this RFQ?

A.4 There is no HUB participation goal for the purpose of this pre-qualification process.

Q.5 Would Central Health be interested in building enclosure commissioning services?

A.5 Yes, Central Health is seeking to qualify various commissioning services.

Q.6 Since this RFQ is just for Commissioning Services, should we include subconsultants for any disciplines?

A.6 If your firm relies on subconsultants to complete commissioning scopes, those subconsultants may be included.

Q.7 Do you have a point system for your selection criteria?

A.7 No. Refer to subsection VI.B (Evaluation Process).

http://www.centralhealth.net/

Q.8 What is your HUB participation goal? Can the prime count toward the HUB participation goal?

A.8 There is no HUB participation goal for the purpose of this pre-qualification process. For the present time and nature of this RFQ, it is acceptable to leave the sub-Consultant information as ‘TBD’.

Q.9 Does Central Health anticipate their projects to be LEED certified? If so, what percentage of projects to they anticipate being LEED?

A.9 Yes, we anticipate projects to be LEED certified. The goal is for all Capital Improvement Projects to be LEED & AEGB certified. The overall goal per project will be on a project-to-project basis. 100% of projects that seek commissioning services will be looking for LEED certification.

Q.10 Throughout the proposal, “service lines” are mentioned numerous times. Can you clarify what you mean by “service line”? On Exhibit A does not list “service lines”, rather it lists “commissioning services.”

A.10 “Service lines” are intended to be the catch-all phrase for the various commissioning services applicable to this RFQ.
