About this file
This document is an Addendum to Invitation for Bid (IFB) No. 304T-24-500A1 issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts (CPA) of the state of Texas. The purpose of this Addendum is to change the response due date, amend Attachment F - Requirements and Specifications, and provide responses to questions from potential bidders. The original response due date of July 31, 2024 has been changed to August 7, 2024. Attachment F has been amended to clarify the blower requirements for the 400-410 pound capacity laundry dryers. The Addendum also provides clarification on acceptable manufacturers, including those based in China, as long as the equipment meets the specified requirements.
The IFB is for the procurement of Laundry Equipment, with a major customer being the Texas Department of Criminal Justice (TDCJ). The estimated quantity of 59 units is provided, however the Addendum clarifies that this is an estimate only and not a guaranteed minimum or maximum quantity. Pricing and expected quantities are to be provided on the Cost Detail Sheet, but the Addendum emphasizes that the quantities are estimates and not a guarantee of the actual orders.

b) Maximum: 15 horsepower
QUESTIONS AND ANSWERS:
Question 1: My question was: Are China manufactures acceptable? You answered Referenced Brand example. It really did not answer my question. I am sorry but I really need a definitive answer. If my machine meets the specifications, will my machine made in China be acceptable?
Answer 1: Any machine meeting Attachment F - Requirements and Specifications will be considered, regardless of where the machine is manufactured.
Question 2: My question was does it have to have a BURNER blower? You said yes and the AD 410 has a burner blower. I am sorry but it does not unless they changed the design here lately. It has an atmospheric burner which has tubes that put flames on the top. The EXHAUST blower pulls the heat into the drying chamber via suction. A burner blower forces the air into the dryer chamber and with the exhaust blower to assist in heating the drying chamber.
Answer 2: Correction, it does not have to be a burner blower. Any form of blower is acceptable. Reference above, Amend Attachment F – Requirements and Specifications, Line 4: Dryer, Tumbler, Laundry, 400 - 410 Pound
Capacity, 14.
Question 3: My question was GA Braun is a TSL (top side loader) The Brim is and end loading (front loading open pocket) Your answer says it is either a top loading or side loading washer are acceptable. They are actually the same thing.
Answer 3: Either will be considered, so long as they meet Attachment F – Requirements and Specifications.
Question 4: I do have one more question and it is about the China machine. Just to clarify, as long as we meet the specifications, we can be accepted.
Answer 4: Reference Question and Answer 1.
Question 5: Also, I counted a total of 59 units of laundry machinery. Just want to confirm that is the correct estimated amount and that I was viewing and counting the right information for that total estimate of machines you are looking to purchase.
Answer 5: “CPA does not guarantee a specific volume to be purchased throughout the term of the Contract.”
See Part A.7.6. “Quantities indicated for each item in the Mandatory Price Sheet are estimates only and are based upon previous usage for a one-year period, if available, along with other data. These estimates should not be construed as a minimum or a maximum quantity that Customers may order.” See Part A.7.6.
Question 6: On the Cost Detail Sheet there is a “Expected Qty” Column. Are these numbers started 100%
TDCJ is going to order this much of each machine?
Answer 6: Reference Question and Answer Number 5.
