About this file
This document is an Addendum #1 to RFP 2024-P10 for the Hays County Pet Resource, Education, and Research Center - Program Coordinator. Hays County is soliciting a qualified organization to serve as Program Coordinator to assist with the design and construction phases of the center, as well as manage current programs and develop additional programs. The center will include field services, a veterinary clinic, and a spay/neuter clinic, based on the HASS (Human Animal Support Services) model and The Best Practice Playbook for Animal Shelters. The organization should have expertise in project management, staffing, outreach, community engagement, capital campaigns, fundraising, shelter management, and animal welfare.
The addendum provides clarification on several questions related to the roles of existing vendors, the open nature of the solicitation, the anticipated timelines for the design and construction phases, and the interpretation of the scope of work related to animal protection and cruelty prevention programming. The solicitation is open to all qualified firms, and resumes for key personnel are not included in the 30-page proposal limit.

Questions & Answers
Questions:
1. In this solicitation, several entities are listed; Austin Pets Alive, Team Shelter USA & Animal Arts.
Are those listed entities already taking the lead on developing the plan for the Resource Center?
• Formal Solicitations were released with specific scopes of works, and they were the awarded vendors. Austin Pets Alive! and Team Shelter USA & Animal Arts provided the services they were contracted to do.
• RFP 2022-P02 Animal Shelter & Animal Services Feasibility Study: Team Shelter USA & Animal Arts
• RFP 2022-P12 Pet Resource Center – Project Coordinator: Austin Pets Alive!
2. As stated in Solicitation, "Hays County has been working with Austin Pets Alive! for the past year to assist in, researching potential land options, developing a social media plan, assisting in the creation of a nonprofit, updating ordinances, developing a proposed operating budget, developing standard operating procedures, developing a staffing plan, and providing a final comprehensive programming plan for the Hays County Pet Resource, Education, and Research Center". So my question is, is this current solicitation geared toward just those listed entities that have been assisting Hays County, or is this an open solicitation?
• This is an open solicitation, and all qualified firms are encouraged to respond to this formal solicitation.
3. Terms pg 4: Would it be possible to define the length of time (or anticipated length of time) the
"design phase" and "construction phase" will encompass?
• Design Phase: approximately one (1) to two (2) years.
• Construction Phase: approximately one (1) to two (2) years.
4. Proposal Requirements pgs 9-10: Could you please clarify whether resumes for key personnel count toward the 30 page limit?
• Please refer to section E. Proposal Requirements: “Sheet size is limited to 8½” x 11” sheets only, using 12-point font. Appendix materials (related project graphics, resumes, etc.) are not included in the 30-page limit but should be conservative in their inclusion.
The organizational chart is included in the 30-page limit, and it is permissible to use an 11” x “17” sheet (one-sided) and a font smaller than 12-point for the organizational chart, provided text is clearly legible. It is permissible to use a font smaller than 12-point for graphics, provided text is clearly legible.”
5. Scope of Work/Program Development pg 8: Is the bullet mentioning "Animal Protection, Welfare, and Cruelty Prevention" meant to be interpreted as animal control/field services? Or interpreted more broadly as in providing programming to support animal protection in the community?
• Animal Protection, Welfare and Cruelty Prevention: providing programming to support Animal Protection in the community, such as establishing a responsible owner program
(for adopters and reclaim of impounded pets), and other educational programs (literature, classes, videos) regarding appropriate veterinary care, spay/neuter, vaccinations, microchipping, TNVR, ordinances and laws.
• Animal Control/Field Services: encompasses more Law Enforcement, Cruelty Investigation, Training and support for animal Protection Officers, establishing a Law Enforcement Program to include a call center for cruelty reporting.
