About this file
This is a Justification for Other Than Full and Open Competition (non-competitive procurement justification) filed by the Defense Human Resource Activity (DHRA) Comptroller, Acquisition Management Division.
DHRA seeks to extend the existing Operational Reporting Categories Support Services contract (ERM RMIC) with incumbent contractor GenTech Associates (Contract No. H98210-23-C-0003) for an additional two months without competition. The current contract's period of performance ends March 24, 2026, and the requested extension will extend services through May 24, 2026. The extension is justified under two statutory authorities: 10 U.S.C. 3204(a)(1) (Only One Responsible Source) and 10 U.S.C. 3204(a)(5) (Authorized or Required by Statute), citing FAR 6.302-1 and 6.302-5 respectively. The justification asserts that only GenTech Associates can satisfy requirements due to the government's need to prevent service disruption during the critical period between the second and third fiscal quarters, and that attempting to solicit alternative sources would duplicate efforts, increase costs, and risk mission failure.
The contract supports Risk Management and Internal Controls (RMIC) services for DHRA's Enterprise Risk Management program, including drafting or updating nineteen DHRA risk and compliance publications, coordinating working groups, providing risk management expertise, identifying courses of action to resolve financial and operational weaknesses, assisting with corrective action plans, and improving asset accountability. Services are conducted in compliance with DoD Instruction 5010.40, the Federal Managers' Financial Integrity Act, and OMB Circular A-123. Pricing for the two-month extension is based on the current contract's final-year rates, previously determined fair and reasonable. The document notes that a follow-on competitive effort is planned, with market research currently being finalized.
