1.2 GENERAL INTENTION

A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the expansion of emergency power 480V distribution in Building 1. This will be accomplished by providing control wiring, finish branch circuit panels, transfer wiring and final connections necessary to bring new and existing 480V emergency generators online and to replace existing old and antiquated 120/208V emergency generators. Work includes, but is not limited to, complete n+1 emergency capacity, upgrade HVAC capacity in EE200 to ensure climate control in both normal and emergency sections of EE200, refeeding certain areas and utilities to be fed by 480V emergency power, purchase and installation of new 480V distribution panels to expand availability of emergency 480V and other associated tasks. The project also includes the replacement of Federal Pacific panels throughout Bldg. 1 and all else as required by drawings and specifications.

B. Visits to the site by Bidders may be made only by appointment with the Medical Center Contracting Officer’s Representative

(COR).

C. Offices of Miller-Remick, LLC, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.

01 00 00 - 2

D. Before placement and installation of work subject to tests by testing laboratory retained by the Contractor, the Contractor shall notify the testing laboratory sufficient time to enable personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Notify the COR not less than three work days before testing is to be performed.

E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

F. Contractor Weekly Progress Meetings: The contractor is required to hold weekly progress update meetings at the VA construction site with the

Contracting Officer and his designated personnel to review all relevant aspects of the construction to be accomplished for current week and for the following two weeks. All pertinent issues which may affect the established construction schedule are to be raised by the contractor with possible recommended solutions to maintain schedule target dates.

Contractor is responsible for generating and supplying an agenda one

(1) day before the meeting to all participants of the meeting. The

Contractor is also responsible for writing the detailed meeting minutes and providing them to the Contracting Officer within three (3) working days after the meeting.

G. The resume of the Site Foreman/Superintendent must be submitted to the

VA for approval. The VA reserves the right to request replacement of the on-site Foreman/Superintendent.

H. Each subcontractor trade shall have at least journeyman supervision.

I. Each tradesman must be at least journeyman status in their trade or in a certified apprentice program under the supervision of a journeyman of their trade.

J. The subcontractor performing Electrical work has to be an experienced electrical contractor with a majority of their revenue deriving from electrical work. In addition, the Electrical subcontractor (EC) needs to be proficient in all aspects of the electrical trade with a minimum of five (5) years doing major electrical connections as an electrical contractor and experience with medium voltage. The EC needs to submit credentials of the company and proposed personnel working on the

01 00 00 - 3 project to the COR prior to coming on site. The VA must approve the credentials prior to starting work.

K. Required Registration with Contractor Performance Assessment Reporting

System (CPARS): As prescribed in Federal Acquisition Regulation (FAR)

Part 42.1500, the Department of Veterans Affairs (VA) evaluates General

Contractor past performance on all Contracts that exceed the thresholds outlined in FAR Part 42.15, and shares those evaluations with other

Federal Government Contract Specialists and procurement officials. The

FAR requires that the General Contractor be provided an opportunity to comment on past performance evaluations prior to each report closing.

To fulfill this requirement, VA uses an online database, the Contractor

Performance Assessment Reporting System (CPARS) which is maintained by the Department of Defense. The CPARS database information is shared with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal Agencies. Each General

Contractor whose Contract award is estimated to exceed the thresholds outlined in FAR 42.15 is required to provide to the Contracting Officer contact information for the Contractor’s representative with their response to the solicitation. The Contractor is responsible to notify the Contracting Officer of any change to the Contractor’s representative during the contract performance period. Contractor’s representative contact information consists of a name and email address. The Government will register the contract within thirty days after contract award. For Contracts with a period of one year or less, the Contracting Officer will perform a single evaluation when the

Contract is complete. For Contracts exceeding one year, the

Contracting Officer will evaluate the General Contractor’s performance annually. Interim reports will be filed each year until the last year of the Contract, when the final report will be completed. The report shall be assigned in CPARS to the General Contractor’s designated representative for comment. The General Contractor representative will have 30 days to submit any comments and reassign the report to the VA

Contracting Officer. Failure by the Contractor to respond within those thirty days will result in the Government’s evaluation being placed on file in PPIRS without Contractor’s comments.
