# Question VA Final Answer

1 Price Component:

Page 17 of the solicitation mentions completion of an Exhibit B Calculation of Self- Performed Work. Does this sentence apply to this solicitation?

Yes

2 Price Component:

Page 17 of the solicitation mentions the requirement of a Bid Bond for Phase II only.

Can we safely assume this is a residual statement from a previous D/B solicitation?

Yes, apologies for the oversight. The statement should read:

“Bid Bond – Offerors shall submit a Bid Guarantee. A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000.00 Bid Bond is to be executed on a SF 24. Failure to furnish the required bid guarantee on the proper form and amount, by the time set for the opening of bids, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then.”

3 Exhibit B – Subcontractor Information and Consent Form:

Clarification on Responsible Parties:

• Who is responsible for completing each section of Exhibit B?

• Specifically, are bullets A through D on pages 1 and 2 to be completed by the subcontractors, by the prime contractor, or by the prime contractor on behalf of the subcontractors?

Each major subcontractor and/or Teaming Partner must also complete an Exhibit B, “Subcontractor Information and Consent Form” to be considered

4 Exhibit B – Subcontractor Information and Consent Form:

Subcontractor Requirement for Exhibit A - Are subcontractors required to complete Exhibit A forms as part of the proposal submission?

Exhibit A is to be completed by the prime contractor only.

5 Exhibit B – Subcontractor Information and Consent Form:

Consent Scope in Exhibit B:

• The form includes a consent statement allowing the Government to discuss past and present performance with the prime contractor.

Does this consent apply only to the contracts/projects listed on pages 3 and 4 of Exhibit B, or does it also authorize discussion of other past performance information?

We understand that the Government is placing increased emphasis on past performance in order to obtain best value in source selections.

In order to facilitate the performance confidence assessment process we are signing this consent form to allow you to discuss our past and present performance information with the prime contractor during the source selection proc

6 Exhibit B – Subcontractor Information and Consent Form:

Official Guidance-

Is there an official Government-issued guide or instruction sheet that outlines how Exhibit B is to be completed, including who is responsible for which sections?

On the form

7 Evaluation Methodology:

The solicitation documents do not explicitly state the evaluation method or provide relative weighting of technical vs. price factors. Can the Government confirm whether Technical Capability and Past Performance will be evaluated as equally or more important than Price?

The Technical Capability and Past Performance factors are all equal to each other and when combined are more important than price.
