GSA RESPONSES TO CONTRACTORS’ QUESTIONS (Q and A)

1 The tactile bronze panel is included where? See A8-7.2 for location. See A8-7.4 for sign design. See Spec

101416 for this sign.

2 Are the stones predetermined? A rigorous evaluation of stone has been completed for selection of the stone. The stone has been selected and approved by the required approval agencies as Ambar Rose limestone.

3 What are the Security requirements for LBJ? The Security requirements are in both the Agreement and Division One.

4 Are any items being salvaged on the site? Yes, some items are salvaged. See the drawings for which items are being salvaged. See DA1-1.1 and Division 01 and 024119.3.8

Selective Structure Demolition.

5 Are we required to restore the bell? No. The bell, and plaques are to be removed, protected during construction, and re-installed as a part of the project. See the drawings

DA.3.1.3, and 8/A8-6.8 and Spec 129300..

6 Can a subconsultant who was part of the Eisenhower Memorial project design team also be on a team for this Construction

Manager as CMc Contract?

No subsidiary, affiliate, or named member of the Gehry Partners -

AECOM JV design team or McMullan & Associates can be part of the

CMc team except Sergey Eylanbekov, Tomas Osinski, and Nick

Benson the previously approved artists. If there is a specific company or issue, please ask the question specifically.

7 Has the fabrication of the bronze sculptures been bid yet? The contract for the bronze sculptures has been awarded and is underway. This is a separate government contract with Sergey

Eylanbekov, LLC.

8 I would like to inquire if you would be open to considering

Indiana Limestone as a voluntary alternate for this project. If so, I would gladly provide samples and information for your review.

If I should be addressing my question elsewhere could you please point me in the right direction?

9 Section II.D. Technical Proposal (1) Experience-Tab A requires that a joint-venture team submitting a proposal for the

Eisenhower Memorial project satisfy the experience factor, including a minimum of (one) 1 CMc project and three (3) memorial construction projects, as a joint venture. Given the limited number of memorial projects and the tendency for joint ventures to be formed for significantly larger projects, would

GSA consider allowing joint-venture offerors to qualify if two of the four required projects, including at least one CMc and one memorial project, were performed by the joint venture with the remaining project requirements coming from the individual joint venture members?

This item is being clarified in an Amendment.

10 Please provide specification section 072726 Fluid-Applied

Membrane Air Barrier

The specification section will be provided in an Amendment.

11 Please confirm the existing to remain MEP/FP systems in the

LBJ building do not have to be included in the coordinated drawings in accordance with specification section 01 31 00 - 1.3

Only drawings specifically called for in the Option drawings, notes, and specs (such as sprinkler drawings for the restoration of the sprinklers) are required for the options. The requirements in specification section

01 31 00 are for how the existing systems interface with new systems in the larger Eisenhower project.

12 The drain schedule on M2-1.0-NDC07001 lists TD-1; however, TD-2 appears on M2-2.0-NDC07001. Please schedule an item for TD-2 on M2- 1.0-NDC07001. Specification section 04 42 00 -

1.2 - A - 9 also references TD-1. Specification section 22 14 23 -

1.2 - A - 4 references TD-1, -2, and -3. Only TD-1 is listed in specification section 22 14 23 - 2.1.

Trench Drain schedule on M2-2.0 will be reviewed and updated to reflect TD-2 and TD-3 and updated in specification 221423. Refer to

Sheets C1-3.0 and C1-3.1 for additional drains including TD-1, and TD

-3 as some TD connect to site drainage.

13 The following drawings that were issued in the bid set have

"VOID" written accross them: G1-1.1, G1-1.2, G1-1.5, G1-1.6, G1-1.7, G1-1.10, G1-1.11, G1-1.12. Please confirm that these drawings do not contain any usable information for the bid and are, in fact, void.

Correct - these drawings are void and should not be considered in development of the bid Proposal.

14 Spec section 22 34 00 - 3.1 - D references section 22 05 48;

however, spec section 22 05 48 does not exist. Please provide spec section 22 05 48

Reference to Spec section 22 05 48 "Vibration and Seismic Controls for

Plumbing Piping and Equipment" will be deleted.

15 The structural design data on S0-1.6-NDC07001 states this is a seismic design category B; however, spec section 22 and 23 reference seismic restraints. Please confirm no seismic restraints are needed since it is category B

No seismic restraints are required for mechanical or electrical systems.

16 Please confirm no heat trace is required for division 21, 22, or

23.

Heat trace is not required for division 21, 22 or 23.

17 Spec section 21 13 13 - 1.5 - B calls for a PE to design and analyze the sprinkler system; however, DC does not recognize the PE seal. Please confirm a NICET Technician Engineer IV is an acceptable alternative.

Per G2-1.0, NPS RM 58 applies to this project. NPS standards call for an FPE’s stamp on shop drawings. If DC calls for a NICET signature then both of these should be provided.

18 Confirm that the stone for the bas relief carving is to be furnished by the stone subcontractor. Section 012100-3.3.F, Allowance No 4 states that the raw stone for this work is included in the allowance.

The stone is to be supplied by the CMc Contractor. The cost of the stone for the bas relief is included in allowance No 4.

19 Confirm that the allowances for the stone artists includes travel costs to the fabricator's shop to review dry lay-ups and to perform work.

Any necessary travel for the bas-relief stone carver is covered by

Allowance #4.

20 Section 012600 calls for 5 Options where Option 1 is the Base

Construction Contract while the Bid Form lists 4 Options and the Base Construction Contract is not listed as an option.

Please correct.

This item is being clarified in an Amendment.

21 Section 044200-2.1.B.2 mentions that some existing attic stock may be available for use for Stone Type SC-6. Please provide the quantity and sizes

There is no attic stock available.

22 Spec section 28 05 13-2, 1.6 states that the testing agency's field supervisor must be certified by BICSI as an RCDD to supervise on-site testing. Please clarify whether we do or do not need a BICSI RDCC certified on-site technician

RCDD is required for supervision of on-site cable testing

23 Spec section 28 16 00-1.8 lists UL2050 as an installer qualification. Please clarify what “Comply with UL2050” means

Installer is to comply with the requirements UL 2050 alarm installations

24 Spec section 28 23 00-1.6 lists NICET and DCJS certifications/licenses as qualification data. Please clarify why

NICET certs/licenses are requested for CCTV

NICET certification and DCJS license is not required.

25 Per spec section 29 23 00-1.6, please clarify if we do or do not need RCDD to stamp as-built drawings.

Assume you mean 082300.1.6. RCDD is required on as built drawings.

26 Will the bas-relief carving be performed at the stone fabricator's shop or the artist's shop?

The bas-relief artist scope and the stone fabricator's scope is a part of the CMc scope and the work will be performed based on the selected contractor. The Artist will be submitted for approval and selected during the CMc Design Phase and will be a sub-contractor to the CMc.

27 Will the CNC cut letters TXT-2 and TXT-3 be performed at the stone fabricator's shop or the CNC fabricator's shop?

The location for where to perform the CNC stone carving required for

SC-9, TXT-2 and TXT-3 is at the descretion of the stone fabricator in coordination with the Stone Inscription Artist.

28 Please provide section cuts and material details for the cistern

(84") shown on sheet C1-1.1.

Detail for the cistern is provided on M2_4-0_NDC07001. Cross section for the cistern is on C1-3.5NDC07001. Material information is provided in Specification 221223 Rainwater Re-use Systems.

29 Notes on A0-1.8 indicate that the contractor is to design structural support for the tapestry mockup. Please provide an engineered support design for this item

The cable net system is a complete engineered system. The connections to the tapestry are part of that engineered system. The support design for the mockup of the cable net (with tapestry panels) needs to be designed by the cable net vendor to meet the requirements of the performance testing criteria.

30 Please provide structural design for the new LBJ flagpole foundation shown on detail 14/A8-6.8

See 10/A8-6-8 and Specification The flagpole foundation design is to be provided by flagpole manufacturer to meet the performance requirements specified in 107500.

31 Notes 1 & 2 on 18/S8-1.2 indicate that there is some concrete repair scope shown on the drawings. Please provide a scope with locations and quantities of work

32 Please confirm that there are no waterproofing repairs required at the Roof plaza slab per DA2-1.1.

33 The note on 6/A8-1.7 indicated to replace waterproofing if disturbed. Should all waterproofing be replaced?

Existing waterproofing where indicated in drawings to replace if disturbed shall be repaired and/ or replaced depending on the extent of the disturbance. 34 Please provide a hazmat report indicating type and quantity of each hazmat material to be removed.

The Environmental Hazard Report Phase 1 has been provided in

Appendix 3.0 in Vol 2 of Specification Div. 23-34 and Appendix. See

Division 02 for removal procedures of hazardous materials if found during construction.

35 Please confirm that the Milford Bell will be removed, stored, and reinstalled by the contractor but no refurbishment is required.

Confirmed restoration of the bell is not required. The bell, and plaques are to be removed, protected during construction, and re-installed as a part of the project. See the drawings DA.3.1.3, and 8/A8-6.8 and Spec

129300.

36 Note 2 on sheet DC1-4.3 indicates the waterline to be removed in the triangle formed by Maryland Ave, Independence Ave, and

6th St. What size is this line? Is the tee to be cut out, or plugged, at the existing main? What size is the existing main in

6th St.? Does this line tie in to anything in Maryland Ave?

Per DC1-1.3 - Size of line is unknown. Existing main in 6th St is 8" according to DC Water and it ties into a water line on Maryland Ave to be removed (see note 5 on DC1-1.3).

37 Note 2 in the middle of Maryland Ave shows removal of a 6” waterline, but does not show where this line comes from, or goes. Is this line to be cut, capped, and blocked at both ends?

Please Clarify.

6" water main in Maryland Ave to be removed without replacement.

38 Note 3 calls out removal of the 4-stem valve at the intersection of Maryland Ave and 6th St. Will we be required to install a new cross and 4 new valves in this location? If so, will the new cross need to be restrained and/or blocked on the east side, where the existing line is to be removed? Will you provide a design for the blocking?

Existing 4-stem valves will be replaced with cross/tee and standard gate valves or as directed by DC Water.

39 DC1-1.3 calls out a temporary water valve on the 8” line in

Maryland Ave near 4th St. This valve will probably need to be restrained. Will you provide blocking details?

Valve will be installed per DC Water standards as DC Water has reviewed the plans and provided comments. DC Water details as recommended by them can be found on sheet C1-5.2.

40 Note 3 on sheet C1-1.1 calls out a new 10” water service running to the Eisenhower Building, but plan sheet DC1-1.3 shows the existing pipes to be 8”. Is this correct? Will the new service incorporate a 10”x8” reducer between the cross and the meter vault? Please clarify.

The existing water service is on 6th St is 8”. An 8”x10” increaser will be required at the connection to the water main in 6th St and 10” will be run from the increaser to the LBJ building. This will be clarified

41 Enlarged Utility Plan 1 (Sheet C1-1.2) shows the new water service (10”?) tying into the “Existing 4-stem Valve”. This valve is to be removed in the demo plan. It does not show it being replaced. Please clarify.

Comment is accurate. Reuse existing valve.

42 Note 2 on sheet C1-4.1 calls out “Existing Fire Hydrant to

Remain”. This conflicts with Sheet C1-1.1 Composite Utility

Plan Note 17, which calls out to “Replace Existing Hydrant with

New Hydrant”. Please Clarify

Replace existing hydrant with new hydrant.

43 Note 3 on sheet C1-4.1 refers to “WMH-2”, but none are indicated on the plan. Please clarify

Note 3 will be revised to indicate WMH-3.

44 Note 5 on sheet C1-4.1 refers to the 3” Life Safety Line and

Valve going to the Information Building, but No Valve is shown on the plan. Please Clarify

Valve is not required.

45 Profiles W-1, W-2, and W-3 on sheet C1-4.4 all indicate tying into the existing water main with 12” Tapping Sleeves and

Valves. It is our experience that DC Water will not allow

Tapping Sleeves and Valves installed on their system, but rather will require a cut-in Tee using sleeves and a solid pipe.

Please Clarify.

DC Water has reviewed the plans and has not indicated an objection to the Tapping Sleeves and Valves proposed in the plans. We are continuing to coordinate with DC Water and will not propose any tie-ins to their system which are not allowed by them. Price as shown.

46 Profile W-4 on sheet C1-4.4 shows the 10” pipe tying into the existing system at sta. 0+00 with a Tapping Sleeve and Valve.

This is in conflict with several other plan sheets which call out tying in to the existing 4- stem valve, which is called out to be removed in the demo plan. Please clarify

Existing 4-stem valves will be replaced with cross/tee and standard gate valves or as directed by DC Water.

47 Profile W-5 on sheet C1-4.4 indicates tying into an existing 9”

Waterline with a Tapping Sleeve and Valve. 9” pipe will be a special order. The same profile shows connecting to the existing 9” water with an 8”x6” Fire Hydrant Tee. Please clarify.

This should be existing 8" water line.

48 Note 10 on S303.2 states to re-route sprinkler branches and heads to below the temporary framing. How many sprinkler heads will need to be relocated? How much of a drop will the sprinkler branches need to be relocated? How many temporary walls will be installed creating separate occupancy areas? Will sprinkler coverage be required above the temporary frame?

Note 10 on S303.2 states to re-route sprinkler branches and heads to below the temporary framing. How many sprinkler heads will need to be relocated?

Response: The sprinkler layout and approximate repair areas are shown on S102.1 and S102.2.

How much of a drop will the sprinkler branches need to be relocated?

Response: See 3/S303.2. the intent is to drop below the temporary framing. At most, it should be no lower than the bottom of the existing concrete girders.

How many temporary walls will be installed creating separate occupancy areas?

Response: These are schematically shown on S101.1 and S101.2, but will depend on the layout of the concrete repairs from the contractor’s survey. The contractor must submit the temporarywall layout as part of his protection plan submittal.

Will sprinkler coverage be required above the temporary frame?

Response: The temporary framing will be tight against the slab, so no.

49 The material ID legend on drawing A0-1.6 calls out GL-4. This glass does not appear anywhere else in the drawings. Please provide locations for GL-4.

The GL-4 for is for the Glass in the table vitrine millwork covered under spec section 062023 and shown on A6-13.4

50 Sprinkler Note G on S003.2 states sprinkler heads to match existing. What type of sprinkler heads currently exist?

There are a variety of types including pendant, recessed pendant and upright heads.

51 General note on M701.2, M702.2, M703.2 states to reinsulate all existing pipe fittings. Please clarify if this is to be included in our scope of work or if this has previously been completed.

The M and E series drawings all include the following notes:

“EXISTING BUILDING DRAWING FROM 1995 RENOVATION FOR

REFERENCE. MAY NOT REFLECT AS-BUILT OR CURRENT

CONDITIONS” and “EXISTING BUILDING MECHANICAL &

68 Please provide division 23 specifications for the LBJ slab and column repair sets.

Any HVAC work would be as needed to do other work and shall be restored to its prior condition.

69 Spec section 26 05 43-3.1 indicates that ducts for electrical feeders 600V and less are to be Sch. 40 PVC concrete encased. Please clarify whether site lighting must be fed through Sch. 40 PVC concrete encased duct bank or if direct burial Sch. 40 / Sch. 80 PVC is acceptable.

DDOT Street Light Standards and Pepco Customer Design Standards require concrete encased Sch. 40 PVC ducts. GSA PBS P100 requires concrete encased Sch. 40 ducts where under permanent pavement.

Otherwise, direct-buried Sch. 80 PVC is acceptable for site power and lighting branch circuits when surrounded by packed sand, buried with minimum 30 inches cover (DC frost line), and marked with tracer tape.

Demolition. Please clarify what "site clearing" will include so that the scope can be separated correctly

Site clearning is a limited scope item that includes putting up the construction fence and setting up the construction trailers. It does not include demolition.

75 Stone - 04 42 00 - With the recent Presidential Executive Order regarding buying American Products for Federal work, will this affect the current selection of Foreign Stone?

No.

76 Stone - 04 42 00 - Are the Bas Relief stone wall panels being supplied by the owner for install only or is this all to be figured as supply and install by the installer?

The bas relief panels are part of the CMc Contractor's contract.

Allowance #4 covers the purchase of the stone and the bas-relief artist's carving of the stone. Installation of the bas relief is above and beyond the Allowance #4 price.

77 Stone - 04 42 00 - Detail 12/ A8-4-2 is a schematic drawing of the typical anchorage for the veneer on the columns. There is a note that states this is only diagrammatic and final design is by contractor. The anchorage shown looks like an established anchorage system that has been used before. Is there any way to get a manufacturers name for this system so that we can explore the possibility of using this type of system or something similar to it for our pricing?

Specification 04420.2.4 indicates the anchor system that is the basis of design. This basis of design is graphically represented in the drawings.

78 Structural - S0-1.6-NDC07001 - The notes indicate the

Contractor is responsible for the design of the cladding systems, including their structural integrity, waterproofing systems, and connection to the primary structure. Will this design be required during the initial design review phase?

The engineering of exterior cladding systems is not required to be completed during the CMc Design Phase.

The RFI deadline will not be extended. The Offeror may submit questions past the RFI due date and the Government will attempt to answer them in a timely manner.

80 General - Would it be possible to schedule another site visit for the LBJ Electrical and Mechanical Rooms?

Yes, we will hold an additional Site Visit on Wednesday, 5/17 at

1:00pm. Please limit attendees to 2 per Offeror. Attendees should meet at the C Street entrance of the LBJ Building no later than 1:00pm to be screened by Security.

81 Do you anticipate extending the bid date for the Eisenhower

Memorial Project? We have had feedback from a number of bidders that they would bid the project if the date were pushed back a week. I think that having it due on the Friday of a big holiday weekend is keeping a lot of subs from bidding.

We do not anticipate extending the bid date for this project.
