SECTION 011000 - SUMMARY
PART 1 - GENERAL
1.1 PROJECT IDENTIFICATION
A. Project Name: The National Dwight D. Eisenhower Memorial, Washington DC.
B. Location: The Memorial occupies a four (4) acre site on the south side of Independence Avenue, SW between 4th Street SW and 6th Street SW. It is across Independence Avenue from the National Air and Space Museum and north of the Lyndon B. Johnson U.S. Department of Education Building (LBJ Building).
C. Project Summary Description: The project includes work in three (3) predominant areas: 1) the Memorial site; 2) a 0.75 acre Promenade that separates the LBJ Building from the Memorial site, which runs along the entire north side of the LBJ Building and; 3) the Lyndon B. Johnson U.S.
Department of Education Building.
The Memorial work includes:
• An information center and bookstore building, which includes a bookstore, a park ranger contact station, storage space, equipment rooms, and public restrooms. This building is one story above grade with a full basement. A platform lift provides vertical conveyance between the two floors.
• Large scale 78’ (nominally) tall, stone-clad concrete columns supporting panelized stainless steel tapestries.
• Multiple bronze sculptures and stone bas-reliefs.
• Underground utility work that supports the memorial and the LBJ Building.
• Traffic light/pedestrian crosswalks at 4th/6th and Independence Avenue
• Street utility work on 4th/6th and Independence Avenue.
• Landscape covering most of the site with new trees, grass and plantings which will be irrigated utilizing a rainwater recovery and storage system.
• Paving/hardscape to include walkways of both stone and precast concrete.
• Stone-clad commemorative walls with carved inscriptions.
• Benches, planters, and other site appurtenances dispersed throughout the site.
• Site lighting and security systems.
• Relocation/replacement of traffic signals, street lighting, sidewalks, street trees, and
ADA sidewalk ramps.
The Promenade work includes:
• A reconstructed sunken courtyard with egress stairs in the southeast corner of the site.
• New paving/hardscape/landscape.
• Upgrades to the lighting and security systems in this area.
• Relocated exhaust vent
The LBJ Building work includes:
• Connections to new underground utilities serving the building.
• Additions/connections to existing security and fire alarm systems.
• Alterations to existing mechanical systems
• Addition of Canopies at north-side First Floor vestibules
• Addition of insulation to underside of slab inside the Mechanical and Electrical rooms.

• Option No. 4 – “Structural Repairs to Concrete Slab above Electrical and Mechanical Vaults, Lyndon Johnson Building”
D. Site Control: The memorial site is owned/controlled by the National Park Service (NPS). The promenade site and the LBJ Building are owned/controlled by GSA. Public spaces such as streets and some sidewalks are controlled by the District of Columbia (DC). DC also controls traffic signals, street lighting, street trees, and some utilities. One contract encompasses work in spaces controlled by NPS, GSA, and DC, but separate permits are required.
E. Site Security: Although the project site is owned by the Government, the Contractor will be wholly responsible for providing site security, including access control, for the memorial site and promenade area. The Contractor will be required to establish and maintain a secure perimeter around the site and provide continuous security for the site.
F. Owner: The owner is the U.S. Government. The contract is between the General Services Administration (GSA) and the construction contractor and the term “Owner” in this contract refers to GSA.

3. The Project Executive is Mr. Bill Dowd (GSA)
E. Architect: The term Architect refers to the project designer. The project was designed by: Gehry Partners – AECOM Eisenhower Memorial Design Team, A Joint Venture. Option No. 3 & Option No. 4 project designer is McMullan & Associates, Inc.
1.2 DEFINITIONS
A. References in the contract documents to General Provisions of the Contract, including General and Supplementary Conditions, refer collectively to the SF 1442, the Agreement, the Statement of Work, Division 01 Specifications, and other Attachments identified within the Contract Documents.
1.3 WORK SEQUENCE
A. The Project consists of a Design phase, a Base Construction contract and four (4) options to accommodate multi-year funding of the project. The funding for the Design and Base
Construction contract has already been appropriated. The Base Construction contract shall be awarded shortly after selection of the successful contractor. The preferred plan for the government is to execute Options No. 1 and No. 2 to keep the project progressing without interruption. Option No. 1 shall be awarded within 120 calendar days after NTP Base
Construction Contract. Option No. 2 shall be awarded within 490 calendar days after NTP Base
Construction Contract. If either Option No. 1 or Option No. 2 are not executed the government shall, by the most advantageous means, design and execute a project to restore the site to a useable condition. The work to restore the site to a useable condition is NOT part of this solicitation.
1. Option # 1 generally includes all structural work for the columns, walls, slabs, memorial elements and information building; stone and precast cladding and walls; the structural steel

and cable- net system to support the tapestries; promenade construction; the contractor’s purchase of the second phase of the tapestries and the artwork, and the balance of the purchase cost of long lead items as defined elsewhere in the contract documents.
2. Option # 2 generally includes all interior finish work for the information center and bookstore;
installation of the tapestries; all landscape, paving, and all site appurtenances for the memorial and promenade; site lighting; site security, including connections to the existing LBJ Building systems; balance of the purchase cost of sculptures, bas reliefs, and stone inscriptions (collectively referred to as “artwork”); installation of the artwork; the e-memorial;
and all other work to complete the project as defined by the contract documents.) If Option
#1 is NOT exercised, the Government will issue a contract modification to restore the site to a usable condition. This will be accomplished using either a design-build delivery method, or the Government will provide a set of design documents for construction.
b) If Option #2 is NOT exercised, the Government will issue a contract modification to restore the site to a usable condition. This will be accomplished using either a design-build delivery method, or the Government will provide a set of design documents for construction.
3. The project includes Option No. 3, “Structural Repairs to Columns at Sunken Courtyard, Lyndon Johnson Building”. If awarded, the Notice to Proceed for Option No. 3 shall be provided within 120 (one hundred and twenty) calendar days after the Notice to Proceed for Option No 1.
4. The project includes Option No. 4, “Structural Repairs to Concrete Slab Above Electrical and Mechanical Vaults, Lyndon Johnson Building”. If awarded, the Notice to Proceed for
Option No. 4 shall be provided within 120 (one hundred and twenty) calendar days after the Notice to Proceed for Option No 1.
B. Refer to Section 012600 OPTIONS for scheduling and sequencing of the work.
C. Refer to Section 012100 ALLOWANCES for information on long-lead items.
1.4 SCHEDULE OF GOVERNMENT-FURNISHED PROPERTY
A. The project includes the following Government furnished property to be installed by the
Contractor:
1. Bronze sculptures will be procured under a separate contract and installed under this contract. This work will occur in Option No. 2.
B. The project includes the following items to be Furnished or Furnished and installed by Others:
1. GSA-LBJ Building sign will be furnished and installed by others.
1.5 SCULPTURES, BAS RELIEFS, TAPESTRIES, STONE INSCRIPTIONS, SPECIMEN TREES,
AND STONEWORK
A. ARTWORK: The project is a memorial. There will be custom artistic elements included as part of the project, but this is NOT a GSA Art-in-Architecture project. These artistic elements include metal tapestries, bronze medallions, stone bas reliefs, and stone inscriptions, collectively referred to herein as Artwork. All artwork will be procured by the Contractor under this contract, and the Contractor is responsible for the coordination, delivery and installation of the artwork within the contract period of performance. Artwork fabricators selected by the Government must be used to provide the Artwork with no substitutions allowed. The tapestry fabricator and the stone inscription carver are named in this contract as sole-source vendors to the Contractor. The bas relief carver will be approved by the government after award during the design phase of the base

contract. To facilitate pricing of the Artwork by the Contractor, Allowances are utilized within the contract. Any variation between the Allowance amount and the actual cost shall be subject to equitable adjustment for changes. Reference Section 012100 ALLOWANCES and in the specific technical sections.
B. BRONZE SCULPTURES: The bronze sculptures (statues), consisting of cast human figures, will be furnished under a separate contract. The Contractor will be responsible for receiving the statues from Customs, local transport and storage of the statues in a bonded warehouse, local transport to the site, installation, and protection until project completion. The Contractor is responsible for coordinating the connection methodologies between the sculptures and the sculpture base support. The bronze statues will be procured with stainless steel armature and base support plate. The Contractor will be responsible for coordinating the dimensioning and coordination to facilitate installation of the armature and base plate to the concrete foundation structure.
C. TREES: The project includes large specimen trees. Specimen trees will be selected by the Government in advance of this contract and will be held in reserve at the tree nurseries. The selected specimen trees must be used with no substitutions allowed. They are included as part of this contract as sole-source items. The nurseries that own the selected trees will require an advance deposit from the Contractor to hold the specimen trees and to prepare them for relocation. To facilitate pricing of the specimen tree deposits by the Contractor, an Allowance for these deposits is included in the base contract. Any variation between the Allowance amount and the actual specimen tree deposit cost shall be subject to equitable adjustment for changes.
The Allowance is limited to the nursery advance deposits and purchase of the trees only. The excavation, delivery, storage, installation, and initial maintenance of the trees within the project scope is included in the contract amount and is to be included in the Contractor’s price proposal.
The contract also includes the tree warranties.
D. STONEWORK: The project includes stonework. The limestone will be selected by the Government in advance of this contract. Other stone types may be sourced by the contractor.
The selected limestone must be used with no substitutions allowed. It is included as part of this contract as a sole-source item. The quarry that produces the selected limestone will require an advance deposit from the Contractor to hold the stone. To facilitate pricing of the limestone deposit by the Contractor, an Allowance for the deposit is included in the base contract. Any variation between the Allowance amount and the actual stone deposit cost shall be subject to equitable adjustment for changes. The Allowance is limited to the stone advance deposit only.
The purchase of all the stone, fabrication of stone items, coordination, breakage allowance, shipping, handling, delivery, storage, installation, and initial maintenance of the stonework within the project scope is included in the contract amount and is to be included in the Contractor’s price proposal.
E. Refer to Section 012100 ALLOWANCES for a complete description.
1.6 PERMITS AND UTILITY COORDINATION:
A. The Contractor is responsible for obtaining, expediting, and coordinating all necessary permits and permissions for the construction of the project. The Contractor is responsible for bearing the cost of all required permits, utility contributions and fees, coordination fees, and permissions. The time required to obtain all required permits is included within the base contract schedule duration and shall be indicated on the Network Analysis Schedule. The Contractor shall determine the permitting requirements, costs and procedures for successfully obtaining permits, inspections, and final acceptance for this type of project in this location. Anticipated permits required for this project include, but are not limited to:
• National Park Service - memorial site construction

• District of Columbia Department of Consumer and Regulatory Affairs (DCRA) - public spaces, utility excavation, etc.
• District of Columbia Department of Transportation (DDOT) – public spaces, street and sidewalk closing, traffic control, traffic signals, utility excavation, sidewalks, street trees, street lighting, taking parking meters out of service, etc.
• DC Water- water, sewer and storm drainage utility work, etc.
• Regulated utilities- work affecting electrical, telecommunications, and natural gas distribution, etc.
1.7 MISCELLANEOUS PROVISIONS
A. Alterations to Existing Conditions: Existing conditions shall be cut, drilled, removed, temporarily removed, or removed and replaced, as shown on the drawings for performance of Work under the Contract.
1. Existing structures shall be removed or remain in place as indicated in the contract documents.
2. Replacements of existing conditions that are removed shall match similar existing conditions where noted in the contract documents.
3. Unless otherwise indicated, existing structural members shall not be cut or altered without authorization by the Contracting Officer.
4. Conditions remaining in place, which are damaged or defaced during the Work, shall be restored to the condition existing at time of award of Contract.
5. Items that are defined in the contract documents to remain the property of the government shall be removed and stored, as directed by the Contracting Officer. If required, salvaged items shall be re-installed as the work permits.
B. The utility services for the adjacent Lyndon B. Johnson, Department of Education Building (LBJ Building) shall be maintained at all times during the construction of the project. The project scope includes the installation of new utility lines to serve the building, the switchover from the old existing lines to the new lines, and the removal of the old lines. The utility services for the LBJ Building that will be impacted by the construction include electric, telecom, water, stormwater, and natural gas. These utility services MUST be maintained to keep the building operational.
Any temporary utility services and connections necessary to maintain service to the building during the construction of the project are the responsibility of the contractor.
C. Existing utility services with related meters and equipment that will remain in place are indicated on the drawings. The contractor is responsible for protecting these utilities during construction.
D. Work on all utilities must meet the Utility requirements for maintenance of service during construction. It is the contractor’s responsibility to coordinate with the appropriate util ity for re-routing or work requirements to maintain service where required by the appropriate utility.
E. Existing utility services that are to be removed shall be disconnected and removed to the extent indicated.
F. Outside Utility Connections: Underground and overhead utility services shall be provided complete to all points of connection indicated on the contract documents, and any "Limit of Contract" lines or other general limits indicated shall not apply to utility services and connections outside of these lines or limits.

SECTION 011400 - WORK RESTRICTIONS
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section.
1.2 CONTRACTOR USE OF PREMISES
A. The Contracting Officer or Contracting Officer's Representative will conduct a pre-construction survey with the contractor to review and document the existing conditions surrounding the project premises prior to the beginning of any construction activity. The existing conditions shall be documented by professional video recording by the contractor during the walkthrough. Refer to Section 013220 PHOTOGRAPHIC DOCUMENTATION. The existing conditions are being documented to protect both the government and the contractor in case of disputes at the end of the project. Provide a date stamp and audio description of conditions on the video. Provide one copy of the video to the contracting officer within seven (7) calendar days of the walkthrough. The existing conditions include but are not limited to:
1. The north face of the LBJ Building where the project interfaces with the building.
2. The north face of the LBJ Building Basement in the sunken courtyard where the project interfaces with the building.
3. The LBJ Sunken courtyard specifically all surfaces to be repaired and which are to remain
4. The underside of the structural slab under the Promenade and inside the LBJ Building.
5. All existing equipment that is to be salvaged and turned over to the government, such as the granite curb, or salvaged and reinstalled later as progress allows, such as the Milford Bell.
6. The condition of all city streets, curbs, and sidewalks adjacent to the project site.
7. All trees to remain within the project limits and within 50’ of the project limits.
8. The stormwater and sanitary sewer lines within and adjacent to the project limits.
9. Utility items to remain on the site (Pepco vaults, traffic control boxes, etc).
B. For the purposes of full use, work restrictions and coordination requirements, the project site is divided into four (4) areas. They are: 1) The Memorial grounds; 2) The Promenade; 3) The Lyndon B. Johnson Department of Education Building (LBJ Building); and 4) The Public Spaces (i.e., streets and sidewalks). See the attached diagram for an outline of these areas.

C. The Contractor must secure the project site upon the start of the project but must allow access to the project office trailer(s) and site by authorized Government personnel and Construction Management staff. The Contracting Officer or Contracting Officer’s representative will provide the Contractor with a list of the authorized personnel.
D. The Contractor shall have use of the site, but shall not impact Government use and operation of the LBJ Building. Refer to Phasing plans and Egress / Life Safety plans for additional information. Emergency egress paths for LBJ Building occupants emerging from the sunken courtyard and the North entrance of the LBJ Building shall remain clear and be maintained at all times. Pedestrian walkways shall be covered for protection from the elements and falling items, shall be illuminated, and equipped with exit signs and handrails. Air intakes serving the LBJ Building shall remain clear and open at all times.
E. The Contractor shall limit use of the project site to the work in areas indicated, to allow for Government occupancy and public use.
1. There are no restrictions on the driveways and entrances serving the Memorial Grounds.
The contractor is responsible for coordinating all access.
2. Maintain the existing adjacent LBJ Building in a safe and weathertight condition throughout the construction period. Immediately repair damage caused by construction operations. Take precautions to protect the building, its occupants and the public during the construction period.
3. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government or other's property, shall become the property of the Contractor and shall be removed from the site. Storage or sale of excess salvageable materials and equipment is not permitted on site.
4. Pollution producing equipment shall not be located or operated within 50’ of air intakes where airborne smoke or fumes could be drawn into the LBJ building.

F. The Contractor shall limit use of the Promenade (including the sunken courtyard) to the work in areas indicated, to allow for Government occupancy and public use.
1. Confine operations in the Promenade to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.
2. Restrict any equipment or material on the Promenade to meet the structural capacities as indicated on the drawings.
3. Within the Promenade keep entrances serving the premises clear and available at all times to the government, government employees, and visitors. The C Street (south side) entrance to the LBJ Building is the building’s primary entrance. The north side entrances are used for emergency egress only. One of the two entrances on the north side of the LBJ Building must remain open for use at all times during construction for building emergency egress. Likewise, emergency egress from the LBJ Building basement through the sunken courtyard must be maintained at all times. See the Contract Documents for egress plans. Provide temporary sidewalks, stairways, lighting, and protection as necessary to maintain safe routes for the building occupants. Do not use these areas for storage of materials at any time. The Contractor shall submit for review and approval an egress plan showing egress paths during all phases of construction.
The submittal shall also include construction plans for the pedestrian walkways.
4. Schedule deliveries to minimize space and time requirements for storage of material and equipment on the Promenade site.
5. Maintain existing adjacent LBJ building in a safe and weathertight condition throughout the construction period. Repair damage caused by construction operations. Take precautions to protect the building, its occupants and the public during the construction period.
6. No space within the LBJ building will be made available for the Contractor's storage and related activities The Contractor is responsible for providing his own space for all project storage and management activities, such space will not interfere with the operations of the Government.
7. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government or other's property, shall become the property of the Contractor and shall be removed from the site. Storage or sale of excess salvageable materials and equipment is not permitted on site.
8. Pollution producing equipment shall not be located or operated within 50’ of air intakes where airborne smoke, fumes, or odors could be drawn into the building.
9. No parking will be available in the Promenade at any time.
G. The Contractor shall limit use of the interior of the LBJ Building to the work in areas indicated, to allow for Government occupancy.
1. Confine operations in the building to the specific areas indicated. Do not disturb portions of the building beyond the areas in which Work is indicated.
2. Keep driveways and entrances serving the premises clear and available for use. Do not use these areas for parking or storage of materials.
3. Schedule deliveries to minimize space and time requirements for storage of material and equipment in the building. There will be no overnight storage of materials in the building.
4. Maintain building in a safe and weathertight condition throughout the construction period.
Immediately repair damage caused by construction operations. Take precautions to protect the building, its occupants and the public during the construction period.
5. There will be no areas within the LBJ Building available for the Contractor's storage and related activities. All excess or demolished materials will be removed at the end of the work shift and the area cleaned before the crew departs.
6. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government or other's property, shall become the property of the Contractor and shall be removed.

7. Pollution or odor producing equipment shall not be located or operated within the building or sunken courtyard.
8. No parking will be available adjacent to the LBJ Building.
H. The Contractor shall limit use of the Public Spaces (areas outside the project construction limits) to the work in areas indicated, to allow for public use.
1. The permits necessary for all work in the Public Spaces are the responsibility of the contractor.
2. Maintain existing adjacent areas in a safe condition throughout the construction period.
Immediately repair damage caused by construction operations. Take precautions to protect the public during the construction period.
1.3 GOVERNMENT OCCUPANCY
A. The Government will occupy the adjacent LBJ Building and the adjacent buildings located along 4th and 6th Streets during the entire period of construction. The Contracting Officer shall delegate a Contracting Officer’s Representative (COR) for this project. The COR shall be the Contractor’s point of contact for any coordination required for work impacting the LBJ Building or adjacent Government properties. Cooperate with the Government's representative during construction operations to minimize conflicts and facilitate Government usage. Perform the Work in a manner that does not interfere with the Government's operations. Emergency egress from at least one (1) north entrance to the LBJ Building and the sunken courtyard must be maintained at all times during the construction. Changes in the egress path must be coordinated with the government representative at least one (1) week prior to that change and will require a written submittal for review and approval.
1.4 GOVERNMENT ACCEPTANCE PRIOR TO SUBSTANTIAL COMPLETION
A. The Government does not anticipate using the Memorial or Promenade prior to substantial completion, with the exception of egress requirements from the LBJ Building. However, in advance of substantial completion, the Government anticipates the need to cut over /tie in the new utility lines, air intake grille, exhaust duct, and security system devices to the existing LBJ Building systems.
1. Upon early acceptance of work associated with the LBJ Building, the Government will operate and maintain these mechanical and electrical systems serving the occupied portions of the project.
2. The warranty period for the early-acceptance work only will commence on the date of acceptance by the Government.
1.5 GOVERNMENT PARTIAL OCCUPANCY
A. The Government reserves the right to occupy and to place and install equipment in completed areas of the project prior to Substantial Completion, provided such occupancy does not interfere with completion of the Work. The Government's installation of equipment and partial occupancy shall not constitute acceptance of the total Work.
1. Prior to partial Government occupancy of any portion of the site (Other than the LBJ building), mechanical and electrical systems for the space shall be fully operational, and required inspections and tests shall be successfully completed. Upon occupancy, the Government will operate and maintain mechanical and electrical systems serving the occupied portions of the project.

2. Upon occupancy, the Government will assume responsibility for maintenance and custodial service for the occupied portions of the project.
3. The warranty period for the occupied portion of the project only will commence on the date of occupancy by the Government.
1.6 WORKING HOURS
A. LBJ Building Occupied Hours: Government personnel are scheduled to occupy the LBJ Building during the following hours, 7 days a week, except for established Government Holidays: 6:00 AM to 5:30 PM. These are referred to as the “Government Occupied Hours”
B. LBJ Building Unoccupied Hours: Government personnel are not scheduled to occupy the LBJ Building during times not indicated as Government Occupied Hours, 5:30 PM to 6:00 AM, 7 days a week. These are referred to as the “Government Unoccupied Hours”.
C. Contractor's Working Hours: The Contractor working hours shall be established to occur:
1. Memorial Grounds No restrictions
2. Promenade & courtyard No restrictions
3. LBJ Building Government Unoccupied Hours Only
(including mechanical, electrical, plumbing, and security components)
4. Public Spaces As defined by the Public Space Permit
D. The following noise related work shall be performed during Government Unoccupied Hours:
1. Memorial Grounds - No restrictions
2. The Promenade – Concrete Demolition, Core Drilling Concrete, Hammer Drilling
Concrete.
3. LBJ Building – All Work
4. Public Spaces – as defined by the Public Space Permit
E. The following utility related work shall be performed during Government Unoccupied Hours:
1. Memorial Grounds - Utility Connections that impact the LBJ Building
2. The Promenade – Utility Connections that impact the LBJ Building
3. LBJ Building – All Work

SECTION 012100 – ALLOWANCES
1.1 RELATED DOCUMENTS

1.2 SUMMARY
A. Certain materials, equipment or other work are specified in the Contract Documents by allowance to accommodate selection of actual materials, equipment or other work under sole source authority.
B. Some elements of the memorial have been selected from vendors that meet specific design criteria or are produced by artists who have participated as collaborators in the design process.
These elements are specified as sole-source items to be included in the contract. In order to facilitate the pricing of the contract work by the contractor, allowances are included herein for the cost of these sole-source items. Not all sole-source items specified in the Contract Documents are covered by an allowance.
C. An allowance amount is either: 1) stated as a lump sum (fixed price); or 2) is stated as a unit price for an indicated quantity (fixed quantity), with the unit price multiplied by the indicated quantity establishing a lump sum.
D. An allowance amount shall be included in the contract price. The contract price will be adjusted by contract modification for the difference between the allowance amount and the actual amount for the work.
E. For an allowance stated as a unit price, the actual quantity and calculation of the actual amount shall be approved by the Contracting Officer’s Representative after completion and acceptance of the allowance work, based on the following information when applicable.

1. Invoices or delivery slips.
2. Credit from manufacturer or supplier for unused material.
3. In-place measurements provided by the Contractor, the allowance subcontractor and the
Contracting Officer's Representative, either individually or collectively.
4. Other relevant data.
1.3 PROCEDURES
The following items are specified as an Allowance. The contract time of performance includes all work associated with all allowances. The Contractor is to schedule the project work such that coordination, delivery and installation of these items as indicated herein is included within the project schedule and does not delay the completion of the project.

A. Allowances where a Sole Source Vendor/subcontractor is specified are to be included as specified and as stated in the Allowance. No substitutions will be accepted.
B. The contractor is to assign and identify the corresponding allowance within his detailed cost documentation
1.4 ALLOWANCE FOR PURCHASE DEPOSITS
A. An allowance for a deposit towards the purchase of material or equipment shall cover only the cost of the deposit needed to reserve / hold the specified material or equipment for later purchase.
The allowance is for the cost of materials only. The allowance amount shall be adjusted by contract modification to correspond to the actual price of the deposit.
B. Contractor's costs for coordinating the purchase deposits, making the purchase deposits, overhead, profit and other general conditions and expenses contemplated for the purchase deposits shall only be included in the contract price but not in the allowance amount.
1.5 ALLOWANCE FOR FULL WORK
A. An allowance for the described Full Work shall cover all costs contemplated for the subcontracted work, except the Contractor's overhead, profit, general conditions and related expenses for managing the subcontractors and coordinating the subcontractors’ work covered by the allowance.
B. Unless the description of an allowance specifically limits the amount to the purchase of, or deposit toward, the purchase of material or equipment, the allowance shall include the Full Work.

C. If there is a change (up or down) to the allowance amount for a Full Work Allowance item, a corresponding adjustment will be made via contract modification to the contractor’s overhead, profit, and general conditions and related expenses associated with the Full Work.
1.6 SUBMITTALS
A. Submit subcontract bids for allowance work, as specified, for the Contracting Officer's inspection and approval.
B. When requested by the Contracting Officer, submit invoices or delivery slips, credit slips, measurements and other data showing actual quantities in fulfillment of allowance work.
PART 2 - PRODUCTS (Not Applicable)
PART 3 - EXECUTION
3.1 EXAMINATION
A. Promptly upon delivery, examine materials and equipment covered by an allowance for damage or defects.
B. Replace damaged or defective materials and equipment with specified products without damage or defects.
3.2 PREPARATION
A. Coordinate materials, equipment and their installation for the allowance work with related material, equipment and installations for complete integration and interfacing of the allowance and related work.
3.3 SCHEDULE OF ALLOWANCES
A. Allowance No. 1-A: Fabrication of the Tapestries – this is a full work Allowance for the fabrication only of the tapestries. The tapestry artisan was selected during the design phase and will be a sole-source vendor to the contractor. The Tapestry Artist will be Tomas Osinski, his contact email is todinc@earthlink.net. No substitutions will be allowed. For coordination purposes, the tapestry artisan may be a sub-contractor to the Cable Assembly Vendor. The fabrication of the tapestries shall be completed for the allowance amount specified in the chart at the end of this section. This allowance includes all submittals, samples, mock-ups, materials, coordination, and fabrication of all the tapestries as detailed on the drawings and specified in section 133130 of the contract documents. The contractor’s schedule must incorporate the sole-source vendor’s schedule.
1. This work includes the tapestry and the accessories to allow attachment to the cable net system, as shown on the contract drawings and in Spec Section 133130.
2. The tapestry panels are not to be stored on site.
3. Local storage of the panels after delivery to the Contractor is not covered in the allowance.
The Contractor is responsible for local receipt and storage of the tapestry panels as they are produced and shipped.

4. The cable net system and custom elements required to attach the panels to the cable net system is not included as part of the Allowance.
5. Installation of the tapestries onto the cable net system is not included in the allowance.
6. Tapestry lighting is not included in the Allowance
7. The cable net system provider will coordinate with the tapestry artist for the design of the custom elements required to attach the panels to the cable net system.
8. The contractor’s project schedule shall include all activities required to fabricate and furnish the tapestries starting in the Base Construction Contract period, complete and ready for installation no later than during the Option No. 2 period, such that all tapestry fabrication and installation shall be completed within the overall project duration.
B. Allowance No. 1-B: Oversight of the Tapestry Installation – this is a full work Allowance for the sole-source tapestry artisan vendor to provide on-site oversight of the tapestry installation. The tapestry artisan was selected during the design phase and will be a sole-source vendor to the contractor. No substitutions will be allowed. The oversight of the tapestry installation shall be completed for the allowance amount specified in the chart at the end of this section.
1. This work includes tapestry artisan oversight of the tapestry installation to the cable net system, as shown on the contract drawings. The contractor will provide all required labor, equipment, materials, coordination, and overall supervision to accomplish the installation of the tapestries as part of the contract.
2. The contractor’s project schedule shall include all activities required to install the tapestries within the Option No. 2 duration. The contractor’s project schedule shall include all activities required to fabricate and furnish the tapestries starting in the Base construction contract period, complete and ready for installation no later than during the Option 2 period, such that all tapestry fabrication and installation shall be completed within the overall project duration.
C. Allowance No. 2-A: Specimen Tree Deposit – this is a purchase deposit Allowance. This allowance amount is specified in the chart at the end of this section for the placement of a purchase deposit to hold selected sole-source trees for later purchase and long term preparatory work, including root pruning. The specimen trees are shown on the Contract Documents (Tree Planting Schedule) and the process for transplanting them is specified in Section 329600 “Transplanting Large Trees”.
1. This Allowance does not include the balance of the purchase price of the specimen trees, move preparation, excavation, transportation, site preparation, planting, maintenance after installation, and other associated costs.
2. Multiple purchase deposits will be required, since these materials will be coming from more than one vendor and more than one location. This allowance accounts for multiple purchase deposits.
3. The Allowance shall include maintenance of the selected trees by the nurseries until they are purchased.
4. The contractor’s project schedule shall include all activities related to the placement of the specimen tree purchase deposit during the Base Construction Contract period.
D. Allowance No. 2-B: Specimen Tree Purchase – this is a purchase deposit Allowance. This allowance amount is specified in the chart at the end of this section for the follow-on balance of purchase only for the selected sole-source specimen trees that have received deposits in Allowance No. 2-A
1. This allowance will be allocated to Option 1
2. The allowance shall include maintenance and move preparation of the selected trees by the nurseries until they are excavated for transportation.
3. All costs related to the excavation, transporting, furnishing and installing the trees, not including the specimen tree deposit and purchase allowances (No 2-A and No. 2-B ), are included in the contract. The contractor shall assume an average delivery distance of 300

miles for each specimen tree. The contractor shall assume the delivery of trees from 7 locations.
E. Allowance No. 3: Stone Deposit – this is a purchase deposit Allowance. This allowance amount is specified in the chart at the end of this section for placement of a purchase deposit to hold selected stone for later purchase as specified in Division 04 Masonry, and as shown on the Drawings.
1. This Allowance does not include the balance of the purchase price of the stone, transportation, fabrication, or installation. All costs related to furnishing and installing the stone, not including the purchase deposit, are included in the contract.
2. Multiple purchase deposits will be required, since these materials may be coming from more than one vendor and more than one location. This allowance allows for multiple purchase deposits.
3. The contractor’s project schedule shall include all activities related to the placement of the stone deposit during the Base Contract period.
F. Allowance No. 4; Development and Fabrication of Bas-Reliefs – this is a full work Allowance.
The bas-relief artist carving the artwork will be selected during the Base Contract Design Phase of this contract, and then will be a sole-source vendor(s) to the contractor. No substitutions will be allowed. The allowance amount is specified in the chart at the end of this section for the development of the bas-reliefs. Development of the bas-reliefs by the bas-relief artist(s) will start during the Base Construction Contract and will continue into Option 1 and Option 2 periods, ready for installation during the Option 2 period. This allowance includes, but is not limited to, all submittals, samples, maquettes, materials including the raw stone, coordination, fabrication of the bas-reliefs, and artists’ supervision of the installation as detailed and specified in the contract documents. Transportation of the raw stone and the completed bas-reliefs from the artists’ studios to the project site, installation of the bas-reliefs, temporary protection, and all coordination is not included in any Allowance, but is included in the contract. The contractor’s schedule must incorporate the sole-source bas-relief artist’s vendor’s schedule.
1. The bronze sculptor will oversee the bas-relief artist, the bas-relief carving, and will be available for the installation of the bas-reliefs. This on-site oversight is included in the bas relief artist vendors’ price not within the Allowance. The contractor will provide all required labor, equipment, materials, coordination, and overall supervision to accomplish the installation as part of the contract.
2. The contractor shall provide adequate space for the installation.
3. The bas-reliefs are not to be stored on site. Installation is to be completed at the time they are delivered to the site. Storage off-site of any completed work will be in a bonded and insured warehouse.
4. The contractor’s project schedule shall include all activities required to install the bas-reliefs within the Option No. 2 duration. The contractor’s project schedule shall include all activities required to fabricate and furnish the bas-reliefs starting in the Option No. 1 period, complete and ready for installation no later than during the Option 2 period, such that all bas-reliefs fabrication and installation shall be completed within the overall project duration.
G. Allowance No. 5: Development and fabrication of the Stone Inscriptions – this is a full work Allowance.
1. This allowance will cover the inscribing of the stone inscriptions. The purchase of the stone is under the stonework section of the contract. The stone inscription artist will oversee the installation of the stone. The contractor will provide all required labor, equipment, materials, coordination, and overall supervision to accomplish the installation as part of the contract. The stone inscription carver will be the John Stevens Shop, contact email is nb@johnstevenssshop.

3. The inscription stones are not to be stored on site. Installation is to be completed at the time they are delivered to the site.

4. The contractor shall coordinate with the stone inscription artist to perform the inscription work either off-site or on-site, whichever agrees with the contractor’s schedule. If the inscription work is accomplished off-site, conditioned, bonded, and insured work space is covered in the contractor’s scope and not in the allowance. The contractor will provide all required equipment, materials, coordination, and overall supervision to allow the artist to accomplish the work as part of the contract.
5. The contractor’s project schedule shall include all activities required for the inscriptions within the Option No. 1 and Option No. 2 duration. The contractor’s project schedule shall include all activities required to furnish the stone and perform the inscription work starting in the Option No. 1 period, no later than during the Option 2 period, such that all inscriptions shall be completed within the overall project duration.
H. Allowance No. 6 – Audio Visual Equipment Allowance: This is a full work allowance for the purchase and installation of audio visual equipment identified below and on the drawings. The audio-visual equipment below and on the drawings, has been superseded by newer model equipment. This allowance does not include the infrastructure (cabling, conduit, power, wall terminations, etc.) to support the AV equipment.
