RESPONSE TO THE RFI’s
1. Reference: Trash Chute / Drawing AD-0.2T – LEVEL 2 DEMOLITION PLAN-TRASH CHUTE Question: The refenced drawing sheet is listed in the “SHEET INDEX” on Drawing AN-1.2, however, the actual drawing sheet is not included in the PDF file named ‘USAID_LEVEL 2 FINAL DID SUBMISSION’.
Please provide Drawing AD-0.2T or advise accordingly.
Government Response: Trash Chute design, construction and permitting will be the responsibility of the Design-Build contractor. See Trash Chute Intent drawing AD-0.2T attached.
2. Reference: Project Superintendent/Coordinator – Additional Roles Allowed / SECTION 013100 – Part 1.5.B.; SECTION 014000 – Part 2.2.M.; and SECTION 015950 – Part 1.4.B.
Question: Based on the language in the referenced Specification Sections, it appears that the Project Superintendent/Coordinator will be allowed to also perform the role and duties of both the Safety and Health Officer/Safety Coordinator and the Quality Control Manager. Please confirm this is correct.
Government Response: The duties of all of these positions (Project Superintendent/Coordinator, Safety and Health Officer/Safety Coordinator) outlined in their relevant specifications sections will need to be fulfilled; however, all Key Personnel as listed in Evaluation Factor #3 have to be separate roles;
therefore, since the GC QA/QC is a key personnel role, this role will need to be separate.

3. Reference: SECTION 013100, Part 1.5.D. and E. Administrative & Supervisory Personnel Question: Of the six (6) personnel positions listed in the referenced specification section and shown below, please identify the positions that are required to be on-site full-time during construction, and the positions which are “on-site as required”.
1. Mechanical Electrical Plumbing (MEP) Coordinator
2. Commissioning Coordinator
3. LEED Project Manager
4. Systems/IT/AV Coordinator
5. Project BIM Manager
6. Waste Management Coordinator
Government Response: These positions are listed as “additional staff and respective duties as necessary for this project”. As such the contractor will need to develop their staffing/work plan to address all of these duties with their staff and subcontractor’s, will also include the adequate staffing for the portion of the work that are to be performed after-hours as outlined in the solicitation.

5. Reference: USAID RRB Phases 1 and 2 Question: Which Contractor performed the construction work for the initial USAID RRB Renovation project on the 7th Floor of RRB (Phases 1 and 2)?
Government Response: Both Phase 1 and 2 utilized the Design Bid Build (traditional) Delivery Method:
Phase 1 GC - Hermosa Construction Group DC; Phase 2 GC – GRAM JV
6. Reference: Security Badging for Workers On-Site Question: Since there are Liquidated Damages for this project and the HSPD-12 badging process can take months before a person receives their identification credential (badge), will there be a delayed issuance of the Notice-to-Proceed (NTP) with work on site, to allow time for the security badging process?
Government Response: It is expected that the contractor will begin the HSPD-12 process at NTP and that this will alleviate some of these concerns. Also note that the Contractor’s personnel/subcontractors will be escorted while on-site.
7. Reference: Deck-to-Deck Height (for full height partitions) / Drawing A-8.10 (in both 2nd Floor and Mezzanine drawing sets); Partition Types B01 and B10.
Question: What is the vertical dimension from the top of the 2nd floor slab to the underside of the structural deck above? What is the vertical dimension from the top of the Mezzanine floor slab to the underside of the structural deck above?
Government Response: The Partition Schedule in the drawings indicates the maximum heights for these partitions. As these sites cover a larger area with differing slab-to-slab heights this information varies.
The average is 10’-8” from the raised floor to the deck above.
8. Reference: Existing Ceiling-Mounted Wi-Fi Devices (Access Points), Manufactured by Xirrus Question: Is the removal of the existing Xirrus-brand, ceiling-mounted Wi-Fi devices included in the
EQWPC-18-0010 - Amendment 0004 Page | 6
Scope of Work for this project? Are new Wi-Fi devices included in the Scope of Work for this project? If yes, please advise where this information is included in the Bid Documents.
Government Response: Yes, this work is a requirement of the Design-Build Contractor to remove the old WAP units, study, design, provision and install new units in conjunction and consultation with USAID MCIO Department representatives and their vendors.
From - 4.21 TELECOMMUNICATIONS & STRUCTURED CABLE- WAP (Wireless Access Point)
• Consider providing WAP’s as required to meet the new architectural design. RRB’s specific requirements (security, data throughput and the like) will need to be considered and coordinated for proper design and installation.
• A formal propagation study will have to take place and in turn, using the study, a design around a specific manufacturer’s system will be required. This would be followed by an installation by a WAP integrator certified by that specific manufacturer.
9. Reference: Proprietary Building Systems Question: Please provide the company name and a point-of-contact person for all proprietary building systems that must be modified for the work of this project. Affected building systems may include, but not necessarily be limited to, the Building Automation System (BAS), automatic air temperature controls, fire alarm and security.
Government Response:
Building Systems Vendor
Fire Alarm Kinetix
Building Automation System Siemens
Tenant Security System USAID
Automatic Air Temp Controls - Submittals will need to be reviewed by the Building Engineer (Centerra)
10. Reference: Building Standard Door Hardware / Drawing AN-5.1 – Door Hardware Schedule Question: Door Hardware Schedule includes numerous notes stating, “Match Building Standard”. Please provide a schedule showing the Building Standard door hardware items and finishes.
EQWPC-18-0010 - Amendment 0004 Page | 7
Government Response: This work is a requirement of the Design-Build Contractor to verify the existing hardware to match during the design process, as well as insure that these match the USAID POR and all GSA Life Safety requirements based upon the Design-Builder’s final design/selections.
11. Reference: Furniture / Level 2 Drawing AN-1.2 - PROJECT INFORMATION, CONTRACT DOCUMENT NOTE # 25 (same note is also on Mezzanine Drawing AN-1.0) Question: Please confirm that the Contractor is to include the purchase and delivery of furniture for this project. Contract Document Note # 25 states, “FURNITURE SHOWN IS FOR REFERENCE ONLY AND INSTALLED BY OTHERS, U.O.N. FURNITURE IS PROCURED AND HIRED BY THE GENERAL CONTRACTOR.
FINAL DIMENSIONS LOCATIONS AND ASSEMBLIES ARE THE RESPONSIBILITY OF THE FURNITURE
VENDOR.”
Government Response: No, the furniture is to be procured and installed ‘by others’, however, the Design-Build Team needs to confirm the final proposed design match the USAID POR and all GSA Life Safety requirements and to provide the supporting infrastructure (i.e. IT/Electrical, etc.), as well as coordinating the location of the same and it’s compatibility with the furniture.
12. Reference: Occupancy (Move-In) Dates for Level 2 and Mezzanine / Document DB101- SB/DEC2017, Page 2 of 33.
Question : The last sentence on Page 2 of 33 states, “occupancy must take place prior to End of Second Quarter Calendar Year 2019.” This appears to be inconsistent with the designated Period of Performance of 535 calendar days, and also the “32-week” (or, “40-week”) Design Schedule. Please clarify the occupancy and move-in dates for this project.
Government Response: See the earlier schedule response regarding schedule durations and substantial completion. Tenant Move – In will be after substantial completion for each of the spaces.
13. Request clarification on the bid form. It appears that both phase 3 & 4 are being bid together. The documents indicate phase work with separate cost estimates. Is this a lump sum or bid by phase?
Government Response: Bid Form is SF1442. Breakdown to include on the attached pricing sheet (Revised).
14. The bid form shows unit price 1 with no description? What is unit price 1?
Government Response: Unit price 1 is not used.
15. The draft specs provided indicate two unit priced items? There is no price for optional pricing, but the draft specs indicate an option to perform phase 4 at night (during non-occupied hours). Is this to be bid?
Government Response: It is the expectation the Phase 4 will be performed ‘at night (during non-occupied hours)’.
EQWPC-18-0010 - Amendment 0004 Page | 8
16. Are there any allowance items as there is a spec section but no description? Are there any alternate bids as there is a spec section for alternates?
Government Response: None, there are no allowance items.
17. Please confirm the period of performance is 530 calendar days and not the 340 calendar days stated in the pre solicitation document.
Government Response: See the earlier schedule response regarding schedule durations and substantial completion.
18. Please confirm that all the furniture is government furnished and installed.
Government Response: Confirmed the furniture is to be procured and installed ‘by others’, however, the Design-Build Team needs to confirm the final proposed design match the USAID POR and all GSA Life Safety requirements and to provide the supporting infrastructure (i.e. IT/Electrical, etc.), as well as coordinating the location of the same and it’s compatibility with the furniture.
19. Are the demountable partitions government furnished and government installed?
Government Response: No. The demountable partitions indicated in the DID Documents work is a requirement of the Design-Build Contractor.
20. Are the projection screens noted in the room schedules a part of the AV package which is government furnished and government installed?
Government Response: The projection screens indicated in the DID Documents work is a requirement of the Design-Build Contractor as are all of components of the AV System. This AV work is to be designed, provisioned and installed in conjunction and consultation with USAID MCIO Department representatives and their vendors. USAID will provide their basis of design standards for the AV system requirements.
21. Please clarify the scope of work: Please refer to drawing A 7-2 Level 2 Bureau divisions which indicates that the area identified for group AFR is phase 6 of the USAID renovation project, and therefore would not be a part of this bid? None of the other architectural drawings indicate anything about phase 6.
Government Response: The area of indicated as Phase 6 is not part of this Design-Build solicitation.
22. Please confirm that the entire second floor work as shown on the plan layout drawings A-1.2A thru A 1-2D are a part of this project.
Government Response: The area of indicated as Phase 6 is not part of this Design-Build solicitation.
Please refer to drawing A 7-2 Level 2 which identifies the areas included in Phase 3 which is included in this solicitation and Phase 6 which is not part of this solicitation.
23. Please provide clarification to the period of performance. Amendment 3 says to start the design within 10 days of NTP. It says to complete the contract for substantial completion within 305 days from NTP. Are there separate NTP dates for design and construction or are they the same NTP date, which then based on the description indicates a contract performance of 365 calendar days?
EQWPC-18-0010 - Amendment 0004 Page | 9
Government Response: There will be a single NTP at the start of the contract. The 305 days is inclusive of design and construction.
24. Specification section 011000 – General Summary states the following; “The project will be a LEED v4 for ID+C, Gold Certification level anticipated “Please confirm the LEED Certification for the project.
Government Response: The project has a goal of LEED v4 for Interior Design and Construction – Silver Certification Level

PROJECT REQUIREMENTS
SECTION 1 - INTRODUCTION
PROJECT SUMMARY: The United States Agency for International Development (USAID) coordinates many global programs and operational functions from its headquarter buildings in Washington, DC. One of the primary locations for
USAID in DC is the Ronald Reagan Building (RRB) which was originally constructed in 1997 with USAID as one of the original tenant Agencies. USAID’s space is in the North portion of the building totaling approximately 530,378 USF with 7 stories above grade and additional space on the Mezzanine level and three basement levels.
A major track in USAID’s Washington Real Estate Strategy is to renovate the 20-year-old legacy space at the RRB in an effort to create a work environment that meets a modernized workplace, including sustainability standards, and promotes up-to-date technology use which will augment efficient workflow. USAID has now completed renovation of the 7 th floor office spaces, including renovation of the tenant core tower restrooms and corridors on floors two through eight, in the
Ronald Reagan Building (RRB).
In 2015, USAID completed a portfolio-level Program of Requirements (POR) that included a future housing plan for all operating units in the Washington, DC area. This analysis provided a basis for the dual-track Washington Real Estate
Strategy in compliance with the Government-wide Reduce the Footprint mandate. In support of this these stated goals;
USAID has recently completed a validated POR (2018) specifically for the operating units to be housed in the RRB.
This POR includes a complete program for each operating unit, a future-state stacking plan, a migration plan, and a preliminary phasing plan for the proposed renovations. The POR includes a full renovation through 10 total phases.
The 7 th floor (2016) was completed through the first 2 phases. The SOW for this contract is for phases 3 and 4 of the
POR and includes a preliminary BIM model, Design Intent Documents and Design Narratives for these two phases.
1. CONTRACT TYPE
Lump Sum Contract: The Government contemplates the award of a “Firm Fixed Price (Lump Sum)” contract pursuant to the procedures set forth in Federal Acquisition Regulation Subpart 36.3 and Subpart 15, and procured under One-Phase Design-Build Source Selection procedures to the successful Design-Build

Quarter Calendar Year 2019. To accomplish this, USAID is working to renovate its legacy office space to reach the following goals:
• Create an office environment that emphasizes productivity through collaboration coordination and interaction
• Allocate space and resources according to a consistent and coherent plan
• Create a professional, contemporary environment that exemplifies and supports the Mission, Values, and Work at USAID
• Create an environment that is flexible, adaptable, cost-effective, and responsive to change, while reducing the Total Cost of Ownership
• Support workforce attraction and retention by creating a healthy, safe, and comfortable environment.
• Create a sense of place that nurtures, accepts, and promotes the USAID brand and image
• Integrate state-of-the-art technology and vision into the space
Major Elements/Tasks of the Phases 3 & 4 Renovation Projects totaling 57,000 sf:
• Transitioning near end of the GSA in Design Builder Contractor Procurement
• Assisting in the coordination with GSA in the DB Contractor Kick-off Meeting

3. COMMISSIONING
Commissioning is a process used by the GSA on major new construction, modernization and alteration projects to achieve, validate and document that the performance of the building and its major systems meets the design intent and requirements of the GSA. The GSA will separately engage a Commissioning
Agent (CxA) for this project. The DB Contractor shall participate in the commissioning process, and coordinate with the GSA and the Construction Management Team to identify appropriate commissioning program goals and to develop supporting Pre/Post and monitoring inspection and testing practices to meet the objectives of the project commissioning plan.
4. PROJECT SITE
The work will be performed at the Ronald Reagan Building, located at 1300 Pennsylvania Avenue, NW in
Washington, D.C.
