About this file

This is a Pre-Bid Request for Information (RFI) for RFP EQPMBA-26-0363 Ballistic Mitigation dated September 23, 2026, containing two clarification items issued by GSA.

The first RFI item addresses a discrepancy regarding ballistic performance standards for twelve deployable ballistic partitions. The SOW specified UL 752 Level III protection, while Attachment 2 referenced a product meeting NIJ Level III and UL 752 Level 8 protection. GSA clarified that the ballistic partitions must meet the UL 752 Level III standard only, and no NIJ ratings are acceptable for materials on this project. The second RFI item concerns the extent of design services required for this Design-Build project. The SOW referenced designs developed under direction of a licensed design professional, creating ambiguity about whether a complete sealed architectural/engineering design package was required. GSA clarified that no stamp from a licensed engineer is required; the government will accept sealed specialty/shop drawings and calculations for applicable portions of the work, provided the design meets manufacturer specifications. These clarifications establish the ballistic protection performance standard and reduce the design service requirements from full professional engineering design to specialty/shop drawings with supporting calculations.

Pre-Bid Request For Information (RFI) RFP EQPMBA-26-0363 Ballistic Mitigation

Date: 09-23-2026 Number of Items: 2

Number Reference RFI GSA Response

1 SOW Sections 4 and 5; Attachment 2 – Same or Similar Data Sheet

The SOW requires the twelve deployable ballistic partitions to meet UL 752 Level III. Attachment 2 identifies the referenced deployable ballistic partition as providing NIJ Level III and UL 752 Level 8 protection.

Question: Please confirm the required ballistic performance standard and rating for the twelve deployable ballistic partitions. Is the intent NIJ Level III / UL 752 Level 8, consistent with the referenced product in Attachment 2, or UL 752 Level 3 as stated in the SOW?

The government does not accept any NIJ ratings in materials for this project. The ballistic partitions must meet the UL 752, level III standard.

Solicitation Section I.A.(4); Agreement Section I.A.; SOW Sections 4 and 14

The solicitation identifies the project as Design-Build, and SOW Section 14 states that designs must be developed under the direction of and bear the seal of a licensed design professional.

Question: Please clarify the extent of contractor-furnished design services required for this project and identify the required design deliverables. Is the Contractor required to retain a licensed design professional to prepare and seal a complete architectural/engineering design package, or may the design requirement be satisfied through sealed specialty/shop drawings and calculations for the applicable portions of the work?

The design for this project will not require a stamp from a licensed Engineer. The GSA will be satisfied through sealed specialty/shop drawings and calculations for the applicable portions of the work. We require that the design shall meet manufacturer specifications. Let me know if you have any further questions.
