Will it be acceptable to include a cover letter as part of our proposal?

Yes.

On pages 8 and 9 of the Solicitation, it states that relevant projects are to have been completed within the past five years. Some of our most relevant work is just outside of this window. We would request that the time period be increased to seven years which is line with what we have seen with recent GSA proposals submitted by our company in other regions. We would also request that the Performance Evaluation Surveys time frame of six years (page 11 of the Solicitation) be increased to seven years as well.

Approved. The Solicitation is amended to read 7 years for relevant projects and surveys. Also amending page 11 regarding Past Performance to read 7 years.

On page 10 paragraph 3 of the Solicitation, it states that the Project Experience Forms are to be no more than one page. The sample form (Exhibit 3) indicates that up to three pages may be used. Please clarify whether the limit is one or three pages.

Up to three (3) pages per project. Page 10, para 3 of the Solicitation is corrected to line up with Exhibit 3, which is up to 3 pages per project.

On page 14 of the Solicitation, paragraph “a” indicates a ten-year time frame for Lead Designers submitting as an individual. Paragraph “b” does not indicate what the time frame is for Lead Designers submitting as a team. Please clarify the time frame for Lead Designers submitting as a team.

The Solicitation is clarified to read 10 years for Lead Designers submitting as a team.

The first paragraph on page 12 of the Solicitation states that we can duplicate questionnaires for future solicitations, but does not state whether we are allowed to duplicate surveys from past solicitations. Are we permitted to use Performance Evaluation Surveys that have been submitted with previous proposals to the GSA?

Duplicate surveys can be used to past solicitations as well. We do this to avoid offerors asking previous owners to fill surveys multiple times for the same project.
