TUS Courtroom AV Construction Infrastructure

STATEMENT OF WORK

August 21, 2017

DESCRIPTION: Courtrooms require upgrade and expansion to the existing audio/visual system.

LOCATION: Tacoma Union Station, 1717 Pacific Ave, Tacoma, WA 98402

BACKGROUND – United States District Court (USDC) is in the process of upgrading the audio/visual system however this system requires preliminary construction infrastructure in place prior to installation.

1. STATEMENT OF WORK

1.1 SCOPE

Provide all labor, material, and equipment necessary to design and install infrastructure requirements for upgrading audio/visual equipment in three courtrooms per Ref (a). See tasks that require execution by “GSA Team”. All tasks to be installed by AV Contractor are not associated with this contract.

1.2 GENERAL

• PARKING AND VEHICLE ACCESS

Paid parking for contractors is available nearby. Contractors may use loading dock to load/unload materials and tools. Contractors may park in the “half circle” parking lot on the east side of the facility at no cost only after normal working hours or on weekends.

• WORK HOURS

Construction work shall generally be conducted during normal business hours, 8:00 AM to 5:00 PM, Monday through Friday, except federal holidays. Any work that causes excessive noise above 85db, such as impact drilling, shall be conducted outside of these hours and coordinated with the GSA Project Manager.

• OCCUPANCY

This facility is a fully functional federal courthouse. The premises will be occupied (daytime hours) Monday through Friday during the performance of this work but the contractor may close off immediate work areas to carry out the construction required (where and if approved by the COR).

• PERIOD OF PERFORMANCE

Period of performance is 180 days after Notice to Proceed.

1.3 SPECIFIC TASKS

CLIN 1 – Design and Audio/Visual Infrastructure Requirements

• Provide complete design/drawings to support requirements listed in Ref (a) to include infrastructure requirements for new audio/visual systems, jury box seating.

• Install required conduits, boxes, cable trays, fittings and structural support/backing for

Infared Emitter Panel brackets.

• Install floor mounted monitor brackets, conduit, boxes, cable trays, fittings and millwork chase for jury box.

• Install new raceways and conduits in Bench area.

• Include pull wire/rope in all raceways.

• Install 120V circuits in AV closets/rooms.

• Install system to dissipate heat generated by AV equipment located in the AV closets/rooms.

• Install monitor stands in jury box locations per design.

CLIN 2 – Jury Chairs Furnishing and Carpet

• Provide a design for reinstalling or replacing (whichever is most cost effective) existing jury chairs to accommodate appropriate clearances with newly installed floor mounted monitors.

• Install new carpet in Jury boxes in Courtrooms C & E. Carpet must be complimentary to existing carpet, draperies, etc. Replace all carpet in Courtroom A. New carpet must match existing draperies, bench cushions, etc. Provide a selection of carpet.

2. SUBMITTALS

2.1. PRODUCTS/MATERIALS – shall meet green requirements listed in Ref (b).

2.1.1 HVAC System Equipment

2.1.2 Raceway Materials

2.1.3 Millwork – must match existing wood, color and finish.

2.1.4 Carpet – must be complementary to courtroom color scheme.

2.1.5 Furnishings – fabric must coordinate with existing room furnishings (if applicable).

2.2. OPERATIONS AND MAINTENANCE

Provide three copies of O&M documentation or electronic version.

2.3 DRAWINGS

• Provide engineered drawings in CAD format.

• Contractor shall provide final red-line copies of as-built drawings in CAD format prior to final payment request.

2.4 WORK SCHEDULE

• Submit a Construction Schedule for the contract period within 14 calendar days of contract award. Indicate lead time for materials submittal and delivery.

• The schedule shall be in Gantt format.

• The schedule shall provide project start and completion dates that will be used to coordinate the work of all project trades, and shall identify time required prior to construction for ordering/obtaining materials if necessary.

• Any known deviations or delays shall be pointed out as soon as practical to facilitate coordination with the follow-on activities.

• Contractor shall provide a revised Project Schedule when schedule changes are deemed as being significant by the COR.

2.6 INSPECTIONS

• At least two (2) work days prior to completion of construction, the contractor representative shall submit request for a walk through inspection with the COR to identify any "punch list" items, items requiring repairs or alterations necessary to meet the quality required under the contract. The on-site contractor representative will inspect quality of work and identify discrepancies prior to requesting an inspection with the COR.

• If any "punch list" items are identified, the contractor shall submit a plan and schedule of corrections to the COR.

2.7 WARRANTIES

The contractor shall be responsible installing all material and equipment in accordance with original manufacturer specifications and requirements. All warranty documents shall be provided to the COR in duplicates of three.

2.8 SCHEDULE OF VALUES

The Contractor shall submit a cost breakdown of the Contract Sum. List values for each portion of the work into categories in order to assist all parties involved in evaluating pay requests. No application for payment will be processed until an acceptable Schedule of Values has been submitted and approved.

3. GOVERNMENT FURNISHED PROPERTY

3.1 UTILITY USAGE

The Contractor may use building utilities and bathroom facilities.

3.2 UTILITIES REQUEST

The Contractor may use existing lighting or power for construction activity. Existing utility systems must remain operational throughout the construction. Any disruptions in service need to be coordinated in advance of any required outage.

3.3 PROHIBITED USES

The Contractor shall prohibit his/her employees from entering spaces not pertinent to the work to be performed hereunder, from using Government telephones (except public, pay phones), and from disturbing furniture, papers, etc. belonging to the Tenant or to the US Government.

3.4 EMPLOYEE COMPLIANCE

The Contractor shall require his/her employees to comply with instructions pertaining to building regulations and conduct issued by duly appointed officials, such as the Property Manager, guards, or inspectors.

4. PERSONNEL SECURITY AND ACCESS

See attached GSA PBS Policy and Security Guidelines for additional details. The security clearance process may take a minimum of 45 working days after applicant completes fingerprinting process. Contractors will not start work until a favorable adjudication is determined.

Prime contractor must obtain HSPD-12 security badging and escort sub-contractors during after hour work and weekends.

5. DEBRIS, DEMOLITION, SALVAGE and CLEAN UP

As it accumulates on each shift, the contractor shall replace and dispose of materials, debris, dirt, etc. in accordance with Federal, State, and Local laws. Upon completing the work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the

COR.

6. MATERIAL AND WORKMANSHIP

6.1 All equipment, material, and articles incorporated into the work covered by this contract shall be new and of the most suitable grade for the purpose intended. When required by this contract or by the Contracting Officer, the Contractor shall also obtain the Contracting Officer’s approval of the material or articles which the Contractor contemplates incorporating into the work. When requesting approval, the Contractor shall provide full information concerning the material or articles. When directed to do so, the Contractor shall submit samples for approval at the Contractor’s expense, with all shipping charges prepaid. Machinery, equipment, material, and articles that do not have the required approval shall be installed or used at the risk of subsequent rejection.

6.2 All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require, in writing, that the Contractor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.

7. DRAWINGS, SPECIFICATIONS and SITE VISIT

7.1 The Government may provide the contractor drawings and specifications. It is the Contractor’s responsibility to field verify all drawings before laying out the work and shall be responsible for any errors that might have been avoided by complying with this paragraph.

7.2 It is the sole responsibility of the Contractor to visit the site to ensure proper information is available for accurate design and repairs and to field verify any dimensions. Any failure of the Contractor to take the actions described in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work.

The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government.

8. DIFFERING SITE CONDITIONS

If the contractor discovers conditions materially differ than the statement of work, the contractor shall cease performance and promptly give written notice to the Contracting Officer and the COR.

The CO or COR shall investigate the site to determine if the conditions do, in fact, materially differ and cause an increase or decrease in the Contractor’s cost or time required for performing any part of the work under this contract. Equitable adjustments shall be made by mutual agreement via contract modification. If the site is disturbed prior to the government’s investigation, the Contractor shall bear full responsibility of work and any associated cost.

9. ACCIDENT PREVENTION

9.1 The Contractor shall provide and maintain work environments and procedures which will:

Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities; Avoid interruptions of Government operations and delays in project completion dates; and Control costs in the performance of this contract.

9.2 For these purposes on contracts for construction or dismantling, demolition, or removal of improvements, the Contractor shall use physical means to restrict access or direct flow of pedestrians or vehicles around work areas. Barricades, ropes, signs, lights, etc. are to be used in accordance with accepted safety practices and must be approved by the Property Manager.

9.3 Contractor conduct or operations which create unsafe or unhealthy conditions for building occupants or place Government property in jeopardy are prohibited.

10. FIRE HAZARDS

The Contractor shall take every precaution to prevent fires during the performance of this contract. Any paint product containers are to be kept sealed when not in use, if applicable. The contractor shall provide portable fire extinguishers suitable for the potential hazards involved, shall have them available at all times and shall assure that all work personnel are trained in their use.

11. CODES AND REGULATIONS

11.1 The Contractor shall accomplish all work in accordance with latest edition of Federal, State, and local building regulations and codes.

11.2 The Contractor is responsible for ensuring compliance to national, federal, state, and local codes and design standards as referenced in this document.

12. PROTECTION

The Contractor shall provide adequate protection for all parts of the building, its contents, and occupants wherever work under this contract is performed. Damage caused by the Contractor shall be repaired to the government’s satisfaction at Contractor’s expense.
