About this file
This is an Emergency Purchase Statement filed by the Illinois Department of Natural Resources (DNR) with the State of Illinois Chief Procurement Office for General Services. The emergency purchase addresses a critical infrastructure failure at Horseshoe Lake State Park located in Madison County. A major roadway collapse occurred on the causeway that provides the only access to the park's campground when unexpected soil conditions were encountered during excavations for an unrelated pump station replacement project. The causeway experienced severe soil pumping and partial collapse, necessitating immediate stabilization measures. The DNR is procuring 44 sections of PZC-18 interlocking steel sheet piling and 4 ninety-degree connectors, all measuring 40 feet in length. The materials are to be delivered to the site for separate installation by another contractor, making this purchase for materials only and excluding installation services. The emergency purchase was authorized on July 20, 2026.
The total estimated expenditure for this emergency purchase is $125,510.08, funded through state appropriation funds. DRL Sales, Inc., located in St. Libory, Illinois, was selected as the vendor based on its status as a dependable local Small Business Vendor with the capability to acquire and deliver materials immediately upon authorization. The DNR conducted outreach to multiple Small Business Enterprise Program vendors and determined that DRL Sales, Inc. offered considerably lower pricing than competing local suppliers while maintaining the ability to expedite material delivery critical to reopening the causeway safely to the public. No active state contract was identified as adequate to meet this emergency need.

| TextField2: The Illinois Department of Natural Resources (DNR) requires Emergency Services at Horseshoe Lake State Park located in Madison County. The Agency has identified a major roadway failure located on the causeway which crosses the lake from the main Park area, which provides the only access to the campground. The failure occurred when poorer-than-expected soils were encountered during excavations for a pump station replacement project located along the causeway. As the adjacent soils were being excavated, extreme pumping of the underlying causeway soils occurred, causing it and the road to partially collapse. Excavation was halted, however emergency stabilization measures in the form of steel sheet piling installation are needed in order to prevent further failure of the causeway, to allow the project to resume, and to allow the causeway to be safely reopened to the public (Illinois Procurement Code - 30 ILCS 500/20-30 – Criteria A & B). |
Supplies to be provided are (44) sections of PZC-18 interlocking steel sheet piling and (4) 90 degree connectors all at 40 feet long. The steel will be delivered to the site, and then installed separately by the contractor. This purchase is for materials only, and does not include installation.
