EPOS Electronic and Communication Internet Connection

Cellular and Satellite Communication Requirement Performance Work Statement (PWS)

Attachment #2 Source Selection Sensitive – For Official Use Only Page 1 of 11

BACKGROUND

Defense Logistics Agency (DLA) Energy has the worldwide mission of providing petroleum and related support to United States (US) military forces and eligible Federal Civilians, State and Local Governments, Foreign Governments and Government contractors. This support includes fuel sold at aviation flight lines, fixed facility and mobile gas dispensers for vehicles and other ground support equipment; fuel sold to vessels both at sea and in port, and fuel deliveries to fixed installations. DLA Energy must accurately capture this sales data and process it through its enterprise system in a timely manner. DLA has awarded Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts No. SP4702-19-D-0001, SP4702-19-D-0002 and SP4702-19-D-0006 for multiple vendors to provide these services. But under these IDIQs, as explained in the solicitation, the requirement for internet connectivity will be awarded to Coggins International pursuant to a Justification and Approval for Other than Full and Open Competition and a Task Order will be issued under EPoS Group 1 Active Directory SP4702-19-D-0001. DLA requires connectivity, through cellular or satellite communication between the DISA-based EPoS Enterprise Solution, and the Fixed Facility Devices and Mobile Devices. Locations include Continental United States (CONUS), Outside the Continental United States (OCONUS) and four remote locations requiring satellite communications capabilities.

SCOPE

The contractor shall provide a communications capability using an AT&T solution as provided in the responses to the original EPoS solicitation.

TASKS

Communications Service

The contractor shall implement a communications service (Contract Data Requirements List (CDRL) C0001: Communications Service) for data transfer. Data transfer includes:

• Unlimited Data Coverage Only, reception and transmission both within the United States and internationally. (Does not include emails, Smart Phones, Data Cards, Tablets, Tethering, cellular mobile hotspots, etc.).

All communications shall be secured in transit using the National Institute of Standards and Technology (NIST) Federal Information Processing Standard 140-2 (FIPS 140-2) or subsequent revisions to this policy.

The fixed and mobile devices shall electronically transmit and receive captured transactional data to the centralized enterprise repository

The contractor shall provide connectivity, through cellular or satellite communication, for wirelessly obtaining lists of authorized source media and for the transmittal of transactional data to the EPOS enterprise solution

The contractor shall provide connectivity that supports communication of fuel transactions and security monitoring/updates between the devices and the EPOS Enterprise.

EPOS Communication Requirement

Source Selection Sensitive – For Official Use Only Page 2 of 11

All devices shall communicate with the EPoS Enterprise via IPSEC (Tunnel Mode) over a Virtual Private Network employing dedicated Subscriber Identity Module (SIM) cards.

All devices shall communicate through available secure cellular or satellite wireless connections.

Data communication shall be offered in units that provide the most efficient and effective solution for the government.

All transmissions shall occur in the background and not prohibit the continued use of the device.

Communications Connectivity Schedule

Resources are allocated by device and location. 12-month base period and four 12-month option periods. The following projected schedule is provided for planning and estimating purposes.

Further refinement will be updated with CDRL C0002: Communications Connectivity Schedule, which will support and be synchronized with the existing EPoS fixed and mobile deployment schedules.

The performance measurements shall be based on timeliness and quality of the work and deliverables provided by the contractor. These measurements are defined as:

• Timeliness – The completion of taskings and/or the submission of deliverables within the schedule set forth by the Government

• Quality – The quality of work completed under the resulting tasking’s will be measured based on the Government’s determination of the validity, accuracy, clarity and usefulness of a deliverable or if the work performance met the expected outcomes as was communicated to the contractor by the Government

Performance Standards

The following performance standards will be used to support the requirements and will be used in evaluating performance and in determining the amount of the payment owed to the contractor.

Performance standards and ratings are designed to determine if performance exceeds, meets, or does not meet a given metric and acceptable quality level. The performance will be rated by the COR. These findings will be the basis for the amount paid using the ratings in the tables below.

Note: The application of these performance ratings or failure of the Government to apply these performance ratings does not waive any of the Government’s rights to damages.

Performance Standards

Good Performance meets or exceeds contract requirements in terms of timeliness and quality. The COR recommends and the Contracting Officer will make a determination to pay the contractor 100% of the invoice amount.

Source Selection Sensitive – For Official Use Only Page 8 of 11

Performance Standards

Performance meets contract requirements with either only minor performance issues or minor timeliness issues. The performance and/or timeliness issues do not adversely impact the mission of the Agency. The COR recommends and the Contracting Officer will make a determination to pay the contractor 90% of the invoice amount.

Poor

Performance narrowly meets contract requirements by at least one of the following: bordering on unacceptability in terms of or quality of performance, bordering on unacceptability in terms of timeliness, or potentially having an adverse impact on the mission of the Agency. Performance has been at a less than acceptable level in terms of timeliness or quality. Possible issues include, but are not limited to: missed milestones, low quality documents requiring multiple reviews and rewrites, significant or serious complaints submitted by the customers, documents that do not comply with acquisition or policy regulations, or one or more cure notices have been issued. Payment will be withheld pending resolution of cure notice(s).
