About this file

This is a Request for Information (RFI) from the Air Force Materiel Command Nuclear Weapons Center seeking potential sources for the design, qualification, and production of an Electric Power Drive Unit (EPDU) to replace the current hydraulic PDU on the Suspended Load Frame. The EPDU will be used to rotate the Common Strategic Rotary Launcher (CSRL) and must meet specific technical requirements including 230 VAC/60 Hz/3 Phase power, torque greater than 40,000 ft-lbs, rotation speed of approximately 1 RPM, and ability to support a 22-ft shaft weighing 32,000 lbs.

The Air Force anticipates a two-phase acquisition approach: Phase I consists of one year for engineering analysis, prototyping, and qualification; Phase II involves modification, production, and installation of the approved design. Total quantity is estimated at 15 assets across all Air Force platforms with a three-year timeline for design, qualification, and implementation. Responses to this market research are due by February 10, 2025. Both large and small businesses are encouraged to participate, with joint ventures and teaming arrangements welcomed. The NAICS code is 336419 with a size standard of 1,050 employees. Interested parties must complete a detailed capability survey addressing technical expertise, production capabilities, software development, maintenance support, and contracting strategy preferences.

Suspended Load Frame Electric Power Drive Unit Purpose/Description:

The Government is conducting market research to identify potential sources that possess the design, production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the production of an electric power drive unit. The following NSNs is an example of an electric configuration:

Example of Electric Configuration:

The Government is seeking to convert the current hydraulic configuration (see Figure 1) into an electric configuration (see Figure 2).

FIGURE 1: Current configuration is attached to an adaptor on the Suspended Load Frame.

FIGURE 2: Potential future electronic configuration

The Government anticipates a two-phased acquisition approach:

Phase I: One-year engineering analysis including prototype, verification/validation, and qualification, to include support for design activities, i.e. Configuration Control Board (CCB), Design Review (DR) and Nuclear Certification Equipment Statement (NCES).

Phase II: Modification, production, and installation of approved Phase I design.

The Government anticipates three years for design, qualification, and implementation. The project quantities will be across all Air Force platforms with total quantity estimated to be 15 assets.

The EPDU will be used to rotate the Common Strategic Rotary Launcher (CSRL) on the Suspended Load Frame. Requirements include manual rotation, 8 stop smooth operation hand controller with cable, reduction gearbox, explosion-proof electric motor, electric brake and Environmental Control System (ECS). Power requirements should be 230 VAC, 60 Hz, 3 Phase electrical power. Mounting requirements shall consist of a yoke(s) mounted to the frame and a hoist to rotate to a horizontal position to allow other functions of the Suspended Load Frame.

Configuration must line up with aft yoke as in the current configuration. Mounting should not alter dimensions between Fwd and Aft adapters. Tech Order remove/install procedures, any field level maintenance, parts breakdown drawings with part numbers.

The Suspended Load Frame is in an Intermediate Level Maintenance Facility secured to the ceiling. EPDU operation needs to be controlled from ground level adjacent to Suspended Load Frame. Torque value should be greater than 40,000 ft-lbs. Rotational speed approximately one
