About this file
This is a draft Performance Work Statement (PWS) issued by AFNWC/NDM at Tinker AFB for the redesign of the AGM-86B Air Launched Cruise Missile (ALCM) Suspended Load Frame (SLF) Power Drive Unit (PDU).
The PWS outlines requirements to develop an Electric Power Drive Unit (EPDU) to replace existing hydraulic PDUs manufactured in the 1980s. Key objectives include: designing and building a prototype EPDU that meets Boeing document F405-10491 requirements and nuclear Stockpile-To-Target-Sequence (STS) specifications; supporting Design Review and Nuclear Certification Impact Statement approval; conducting validation testing; and delivering full technical data packages for manufacturing and maintenance. The EPDU must utilize existing 120/208V 3-phase power, meet single-point grounding requirements, and avoid subjecting warheads to environments outside STS limits. The project involves four phases: design/prototype, testing, technical data delivery, and procurement implementation, ultimately requiring production and installation of 15 EPDUs at locations to be determined. The government will retain full data rights for manufacturing and sustainment.

PERFORMANCE WORK STATEMENT (PWS)
(DRAFT)
For
AGM-86B AIR LAUNCHED CRUISE MISSILE
(ALCM)
Redesign of Suspended Load Frame (SLF) Power Drive Unit (PDU)
DATE: January 8, 2025
PREPARING ORGANIZATION: AFNWC/NDM TINKER AFB, OK 73145-8901
1.0 Purpose
To develop new requirements for an Electric Power Drive Unit (EPDU) from existing hydraulic
Power Drive Unit (PDU) requirements, provide a design and support that design during government Design Review (DR) and Nuclear Certification Impact Statement (NCIS) approval, build one prototype unit for engineering Validation and Verification, install prototype, and remove old equipment.
2.0 Background
The Suspended Load Frame’s (SLF) hydraulic PDUs were manufactured in the 1980s to rotate the
Common Strategic Rotary Launcher (CSRL) for pre-loading and maintenance in the Integrated Maintenance Facility (IMF). The Suspended Load Frame and all associated equipment are programed to transition and support missions for the Long Range Standoff (LRSO) Missile. The Missile Sustainment Division (MSD) has been tasked to develop a sustainment plan for the PDU to support the Air Launched Cruise Missile (ALCM) through the service life of the LRSO program.
3.0 Scope
3.1 Design and develop a PDU that meets the electric-equivalent requirements in document F405- 10491, which includes the PDU, Controller, and Controller Cable.
3.2 Provide an initial design to the government and support a Design Review meeting with the ALCM Chief Engineer, make any required changes to the design that result from Design Review.
3.3 Provide the Government with a full Technical Data Package (TDP) including all the data needed to manufacture, drawings, maintenance data and exploded views.
4.0 Engineering Requirements
4.1 Phase I Design and build prototype
4.1.1 Design an electrically powered drive unit (EPDU) that meets the following specifications. The design will include all items required to modify the existing load frames to use the new PDU, including but not limited to: electrical control/junction box, yoke assembly, hoist, and any equipment required to maintain the single-point ground.
4.1.1.1 All requirements in Boeing document F405-10491 that are applicable to an electric PDU, to include a controller and controller cable.
4.1.1.2 The EPDU will utilize the existing locking handle design, drawing 413- 10633
4.1.1.3 The design will utilize existing 120/208 volts, 3 phase, 60 Hz power, not to exceed 20 amps of service.
4.1.1.4 The design will meet the single point grounding requirements in facility requirements document D232-10588-1
4.1.1.5 The design must meet all Air Force nuclear Stockpile-To-Target-Sequence (STS) requirements. These requirements will be provided
4.1.1.5.1 not induce an unallowable mech/mounting insult to the warhead.
4.1.1.5.2 not subject the warhead to electromagnetic environments outside STS-defined limits.
4.1.1.5.3 not subject the warhead to shock environments outside STS-defined limits.
4.1.1.5.4 not subject the warhead to mechanical vibrations outside STS-defined limits.
4.1.1.5.5 not subject the warhead to accelerations outside STS-defined limits.
4.1.1.5.6 not subject the warhead to acoustical environments outside STS-defined limits.
4.1.1.6 Present requirements to NDM for approval before proceeding
4.1.2 Support a Design Review meeting with the NDM Chief Engineer. If the design is not approved, continue refining the design and supporting Design Review Meetings until a design is approved.
4.1.3 Build a production representative prototype that meets the approved design.
4.2 Phase II Support Val/Ver Testing
4.2.1 Develop a test plan to verify requirements once a prototype is built.
4.2.2 Support implementation of the test plan as required.
4.2.3 Install the EPDU at a maintenance facility and perform a demonstration for the field maintainers to show functionality and regular maintenance actions.
4.3 Phase III Technical Data
4.3.1 Deliver full technical drawings and any associated data.
4.3.2 Deliver TO line diagrams, TO maintenance and installation procedures, and a list of field-replaceable parts with permanent part numbers.
4.3.3 Provide a plan for long term support.
4.4 Phase IV Procurement Implementation
5.0 Full production and installation of 15 EPDUs and all related equipment location TBD.
6.0 Government Furnished Property/Government Furnished Equipment
6.1 Locking handle can be provided upon request (possibly can provide B-1 yoke, checking boneyard)
7.0 Data Rights
7.1 Govt will own all data rights necessary to manufacture and sustain the electric PDU.
7.2 receive a full technical data package sufficient to build new units and full rights to the package to be able to compete in the future.
7.3
7.4 Provide the Government with a full Technical Data Package (TDP) including all the data needed to manufacture, drawings, maintenance data and exploded views.
7.5
8.0 CDRLs under development.
9.0 Deliverable Schedule under development.
