About this file

This document provides an optional budget table template for applicants to the EPA's Solar for All grant opportunity under Assistance Listing Number 66.959, the Greenhouse Gas Reduction Fund Section 134(a)(1) Zero Emission Technologies grant program. The template details how applicants can demonstrate their budget is efficient and ensures at least 80% of costs go toward direct financial assistance. Introduction:

This Excel Workbook is an optional template for applicants to fill in and submit as Attachment E: Budget Table as described in Section 2.1 Budget Narrative of the Application Materials for the Greenhouse Gas Reduction Fund - Solar for All competition. This is an optional template and applicants will not be penalized if they do not use these materials. If you do use these materials, you may upload the file as an Excel titled per the instructions in the Notice of Funding Opportunity.

This template details how an applicant can demonstrate that the budget is efficient as well as how the applicant will ensure the budget achieves the target minimum allocation of costs to financial assistance described in the table below.

Please see the Notice of Funding Opportunity for guidance on how to create this budget table. In particular, refer to Appendix B. Program Budget for detailed guidance on how each of the cost categories detailed in column C of the template.

Instructions:

Below is a description of the steps an applicant should complete to finish the template.

- In column C, add and subtract rows to detail itemized costs (and specific descriptions of costs) in each cost category per the guidance in Appendix B. Program Budget

- In columns D through H, fill in the cost for the line item per year, including subtotals for each budget category - personnel, fringe benefits, travel, equipment, installation, or labor supplies, contractual costs, and other direct costs (i.e., subawards, participant support costs), and indirect costs (note: the template examples only have year 1 values included, yet applicants must fill in costs for every year the program operates)

- In column J, calculate the total cost for the line item for the entire program, including subtotals for each budget category - personnel, fringe benefits, travel, equipment, installation, or labor supplies, contractual costs, and other direct costs (i.e., subawards, participant support costs), and indirect costs

- In column L, fill in for each itemized cost if the cost is financial assistance; this column is to help applicants demonstrate that the budget follows the program guidance on share of funds used for financial assistance; at the bottom of the table, please calculate the share of costs in each activity bucket (currently row 57 in the template)
