About this file

This document provides an overview of federal resources available to support the development and implementation of low-income and disadvantaged community residential distributed solar programs.

The spreadsheet lists technical assistance tools, reports, case studies and other resources organized by project development phase from multiple federal agencies including the Department of Energy, Environmental Protection Agency, Department of Housing and Urban Development, and Department of the Treasury. Resources cover topics such as program design, community engagement, project financing options, siting and permitting, and operations and maintenance. The document aims to support applicants and awardees of the EPA Solar for All funding opportunity under the Greenhouse Gas Reduction Fund Section 134(a)(1) program, which provides grants to deploy zero emission technologies including distributed solar projects serving low-income communities. Overall, the resource compilation seeks to facilitate use of existing federal guidance and best practices for entities developing residential solar access for underserved populations.

Introduction:

Last updated: 28 JUNE, 2023

The purpose of this spreadsheet is to provide a short list of interagency toolkits, reports, and other digitally-available resources for optional use by Solar for All applicants in drafting their applications. This resource should also prove helpful to eventual Solar for All awardees in implementing their Solar for All programs.

This spreadsheet outlines existing resources funded by the federal government, organized by categories reflective of the various stages of solar program design and deployment. In this spreadsheet, you can find links to guidance on program design, community engagement, project implementation, and more.

Please also note that many of the resources in this spreadsheet include guidance on solar projects in and for the benefit of Low- to Moderate-Income (LMI) communities. EPA staff have determined that these resources also apply to low-income and disadvantaged communities, as defined in the Solar for All Notice of Funding Opportunity.

This resource does NOT provide a comprehensive list of all useful and applicable federal resources, but rather provides a selection of those resources EPA staff have determined particularly applicable to Solar for All applicants.

EPA welcomes feedback on this resource via ggrf@epa.gov.
