SCOPE OF WORK

Emergency Operations Center (EOC) Improvement Prep Activities

Seattle, WA

Project Description: (This project will consist of 4 phases.)

Phase 1: Monitor Backing

• Remove 2 foam board panels and framing on the north wall. Install per design backing for wall mounted monitors on north, south, and west walls.

• Install per design on the east wall backing for video wall display. Backing will not deflect more 1/8” over the 10ft span.

• Refer to drawings for approximate locations and load requirements of backing materials.

Phase 2: Electrical

• Install per design the 5 single gang or equivalent 20-amp outlets on individual circuits to include wire between the panel (Room 2606) and outlets (Room 2662) per the National Electrical Code (NEC).

• Contractor will analyze as-built diagrams and drawings and make load calculations to add 5 single gang duplex 20-amp receptacles on individual circuits, to be approved by the government.

• Relocate data and power floor receptacles to new locations in the same room based on layout of the furniture per the NEC. Note: Floor is raised access.

• Remove projector screen, mounting hardware, and wiring to first J-box in line, cap wiring per NEC.

• Refer to electrical as-built drawings for electric panel location and existing wire routing.

Phase 3: Electrical Commissioning

• Contractor will verify that the electrical circuits and equipment are installed, tested, and operating correctly, reliably, and safely at the conclusion of work.

Phase 4: As-built Drawings

• Contractor will provide As-built drawings for electrical work, video wall backing, and new floor box locations.

Submittals Required: (Contractor shall provide material submittals and documentation for the activities described above.)

Specifications and Attachments:

• Attached drawings contain the relevant as-built drawing for the current electrical installation.

• Attached drawings/specifications contain the relevant requirements for design and installation of the backing.

Project Location:

4735 E Marginal Way S Bldg. 1202, Room 2660 Seattle, WA 98134

Building Hours:

Business hours are from 7:00 a.m. to 4:00 p.m. (Pacific) Monday thru Friday. Work will be performed during “NORMAL” business hours unless otherwise agreed to through the Contacting Officer.

Purpose:

Provide backing per plans/specifications, and additional independent outlets for Room 2660.

Pre-bid Site Visit: (Highly Recommended)

• Site Visit at 09:00, Tuesday, May 6, 2025.

• All contractors must provide site visit attendee names to POCs by 12:00 pm, Monday May 5, 2025, to be registered for access to the facility.

Notice to Proceed:

The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed. Before any of the work within the scope of the contract is started, the Contractor shall confer with the QAR (Quality Assurance Representative) and agree on a sequence of procedures; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of conveyance; and the location partitions, eating spaces for Contractor’s employees and the like.

Weekly progress meetings will be held with the prime contractor, USACE, and GSA.

Period of Performance:

Period of performance is 90 days from Notice to Proceed (NTP).

Security Requirements: The following information is provided on security related matters.

Security Program: (General security requirements and guidance.)

The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative.

Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all mailto:keith.a.rudie@usace.army.mil mailto:anthony.w.doersam@usace.army.mil contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies.

Physical Security and Access Control Requirements:

All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center- Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

Pre-screen Candidates using E-Verify Program:

Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

Physical Security:

The Contractor shall safeguard all Government equipment, information, and property provided for Contractor use. “At the close of each work period, Government facilities, equipment, and materials shall be secured IAW the Army Physical Security Program (AR 190-13.”).

Operations Security (OPSEC) Requirements:

Contractor personnel shall adhere to facility security policies and restrictions. The Contractor shall immediately report suspicious activities to security personnel.

Escorting in Classified and/or Sensitive Areas:

In accordance with applicable regulations, all contract personnel who do not possess the appropriate security clearance or access privileges will be escorted in areas where they may be exposed to classified information or operations, sensitive information or activities, or restricted areas.

Other Requirements:

Minimum Disruption:

All construction shall be prepared in such a manner so that all work phase sequencing may proceed with minimum disruption to the occupying agency during the construction process.

Measurements:

All dimensions, measurements and/or quantities indicated in this specification are approximate and shall not be used by the contractor as definite. Contractors are expected to inspect the job site prior acceptance of delivery order to acquaint themselves with the scope of the project and to verify measurements. In no event shall failure to inspect constitute grounds for claim after the delivery order is awarded.

The work performed under this contract must demonstrate skills of the highest quality. Any imperfections that reveal a lower level of workmanship (i.e., poor painting, uneven sills, poor joints, large nail holes, finishes, etc.)

shall be deemed unacceptable. The QA/PM will make random site visits to ensure that the project meets standards and is acceptable. Any attempt to disguise poor workmanship shall be deemed unacceptable. Any work that is found to be unacceptable shall be removed at the expense of the contractor and re-performed correctly.

Substantial Completion Inspection:

When notified the QA/PM will conduct an inspection of the work performed. Any deficiencies will be required to be corrected prior to final payment being released.

Safety:

The safety of occupants and workers is of paramount importance. Any unsafe conditions must be addressed immediately. All activities conducted under this contract shall be performed in compliance with all applicable Safety regulations outlined in EM 385-1-1.

Warranty:

In addition to any manufacturer’s warranty, all materials, equipment, and labor provided shall be warranted against defects in material and workmanship for a period of one (1) year from the date of final acceptance by the government.

Cleaning:

All rubbish resulting from installation shall be systematically collected and removed from the jobsite.

Government Standards:

All materials and equipment utilized in the performance of the work must meet the requirements of the Facilities Standards for the Public Buildings Service, PBS P-100 and other applicable codes and standards for the materials or equipment an installation of same.
