About this file
This document is a Certification form for Executive Order No. 16, which prohibits state agencies and authorities from contracting with businesses conducting business operations in Russia. The executive order directs all Affected State Entities to refrain from entering into new contracts or renewing existing contracts with entities conducting business operations in Russia while federal sanctions are in effect. Vendors are encouraged to respond to solicitations to preserve future contracting opportunities in case sanctions are lifted.
The certification form requires vendors to self-declare their business status regarding operations in Russia by selecting one of three options: 1) No business operations in Russia, 2) Business operations in Russia being wound down or limited to vital health/safety services, or 3) Ongoing business operations in Russia. The form must be signed under penalties of perjury by a knowledgeable representative of the vendor, certifying the truthfulness of their response. The document provides a broad definition of "business operations in Russia" that includes commercial activities, transactions with the Russian government, or business partnerships with Russian entities or companies.
