About this file

This document is an Engineering Statement of Qualifications form issued by Coffee County, Georgia, for engineering firms seeking selection to provide pre- and post-award services for community and economic development projects. The county is soliciting qualifications from engineering firms to support infrastructure improvements in water, sewer, street paving, and drainage systems. Selected firms will be responsible for preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout services. The statement of qualifications must be completed and submitted by prospective firms, with the expectation that the selected engineer will be able to deliver a draft preliminary engineering report (PER) within 30 days of selection and final plans and specifications within a timeframe to be specified by the selected firm.

The qualifications form requires firms to provide information on years in business, firm history and resource capability, community knowledge, officer details, business licenses and registrations, errors and omissions insurance coverage, and experience with the Department of Community Affairs (DCA) Community Development Block Grant (CDBG) program. Firms must also specify their fee for design, bidding, and inspection phases, whether they charge for the preliminary engineering report, and provide key personnel qualifications. Coffee County is considering applying for federal and state funding through CDBG Annual Competition, CDBG Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds. All contracts are subject to federal and state provisions prescribed by the Georgia DCA. The project is subject to Section 3 of the HUD Act of 1968, and Section 3 Business Concerns are encouraged to apply.
