About this file
This document is an Engineering Statement of Qualifications form issued by the City of Nashville, Georgia, for the selection of an engineering firm to provide pre- and post-award services for community and economic development projects. The City of Nashville seeks qualifications from engineering firms to support various infrastructure improvement initiatives, including severe weather notification systems, water and sewer systems, street paving, and drainage improvements. Pre- and post-award services will encompass preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. The selected firm must be capable of meeting a 30-day deadline for submitting draft Preliminary Engineering Reports (PERs) following selection and must be able to deliver final plans and specifications within a timeframe determined by applicable agency approval requirements. The contract may allow the selected firm to provide engineering services for multiple future community and economic development projects for a limited time period, contingent upon grant funding.
The City of Nashville is considering applying for federal and state funding through multiple sources, including Community Development Block Grant (CDBG) Annual Competition, Community Development Block Grant Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds administered by the Georgia Department of Community Affairs (DCA). All contracts are subject to federal and state provisions prescribed by the Georgia DCA. The statement of qualifications requires firms to disclose their design, bid, and inspection fees, whether they charge separately for PERs, prior experience with CDBG funding, errors and omissions insurance coverage, and key personnel qualifications. Section 3 Business Concerns are encouraged to apply, and firms must indicate their Section 3 status and submit appropriate certifications if applicable. Three professional references must be provided, and responding firms must certify under oath that all submitted information is true and accurate.
