About this file

This Engineering Statement of Qualifications (SOQ) form is used by the City of Nashville, Georgia in conjunction with its Request for Proposals for Engineering Services to evaluate the qualifications of engineering firms seeking to provide pre- and post-award services for community and economic development projects. The City seeks an engineering firm to deliver comprehensive services including preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for major public infrastructure improvements in water, sewer, street paving, and drainage. The firm must obtain and maintain Build America Buy America (BABA) documentation and manufacturer certifications throughout project completion. Projects may be funded through the Community Development Block Grant (CDBG) Annual Competition, Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) programs administered by the Georgia Department of Community Affairs (DCA). Proposals must be submitted to the City Clerk, Amanda Thacker, at 405 W. Washington Avenue, P.O. Box 495, Nashville, GA 31639 by 2:00 p.m. on December 22, 2025. Selection is based on qualifications related to community and economic development needs, and the chosen firm may be retained for future projects contingent on grant funding.

The SOQ form requires firms to provide information on years in business, firm history and resource capability, community knowledge, officer names and titles, business licenses and registrations, Errors and Omissions Insurance coverage, and the ability to meet a 30-day preliminary engineering report deadline. Firms must also specify their fee structure for design, bidding, and inspection services, and disclose whether they charge separately for the preliminary engineering report. Experience with CDBG programs, anticipated timeline for final plans and specifications, key personnel qualifications, and three professional references are required. Section 3 Business Concerns are encouraged to apply and must submit completed Section 3 certification forms if claiming that status. All contracts are subject to Federal and State requirements, and the City complies with applicable civil rights and accessibility laws. Interested firms should contact Lindsay Ray at the Southern Georgia RC, 1937 Carlton Adams Drive, Valdosta, GA 31602, (229) 333-5277 to request the complete SOQ form, Section 3 forms, and RFP scoring criteria. The City reserves the right to accept or reject any proposal and waive informalities.
