About this file

This is an Engineering Score Sheet evaluation form used by the City of Nashville, Georgia to assess and select engineering firms for community and economic development projects. The City is seeking a qualified engineering firm to provide comprehensive pre- and post-award services including preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. The proposed projects focus on major public infrastructure improvements in water, sewer, street paving, and drainage systems. Firms must obtain and maintain Build America Buy America (BABA) documentation, including manufacturer certifications, to be transferred to the grant recipient upon project completion. Responses are due by 2:00 p.m. on December 22, 2025, and must be mailed to the City Clerk at 405 W. Washington Avenue, Nashville, GA 31639. The selection process may allow the chosen firm to provide services for future projects contingent upon additional grant funding.

The evaluation criteria consist of six scored categories rated on a scale of 1 to 4 (Poor, Fair, Good, Excellent): the firm's ability to supply all major engineering disciplines; experience with similar construction projects; knowledge of the community; staff expertise; prior experience with Community Development Block Grant (CDBG) projects; and cost competitiveness. Evaluators also verify whether the firm can meet preliminary engineering report deadlines and maintains Errors and Omissions insurance. The City is considering multiple funding sources including CDBG Annual Competition, Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) programs through the Georgia Department of Community Affairs. All contracts are subject to Federal and State requirements, and Section 3 Business Concerns are encouraged to apply. The project is subject to Section 3 of the HUD Act of 1968, and the City complies with all applicable civil rights and accessibility laws.
