About this file

This is an Engineer's Estimate document prepared by DePauli Engineering & Surveying for the City of Gallup, New Mexico's Carbon Coal Road and McKinley County Industrial Park Waterline Project, funded by the US Department of Commerce Economic Development Administration. The project encompasses installation of approximately 2,395 linear feet of 12-inch ductile iron pipe on Carbon Coal Road and 535 linear feet of 8-inch ductile iron pipe on Industrial Park Road. Deliverables include gate valves, air release valves, fire hydrant assemblies, waterline tie-ins, fittings, trenching, rock excavation, backfilling, and traffic control measures. Lot 1 (Carbon Coal Road) comprises 10 line items with quantities ranging from 1 to 2,410 linear feet, while Lot 2 (Industrial Park Road) comprises 10 line items with quantities ranging from 1 to 540 linear feet. Sealed bids must be submitted electronically by 2:00 pm local time on January 5, 2026, with a question deadline of December 16, 2025 at 5:00 pm. The contractor must complete the entire project within 90 calendar days of receiving the Notice to Proceed, with liquidated damages assessed at $500 per calendar day for delays.

The Engineer's Estimate establishes a total project cost of $834,458.63, comprising a Lot 1 subtotal of $613,350.00, a Lot 2 subtotal of $158,850.00, and New Mexico Gross Receipts Tax at 8.0625% totaling $62,258.63. Unit prices range from $30.00 per pound of fittings to $35,000.00 for a 24-inch gate valve installation. Bidders must submit a bid bond equal to five percent of the bid sum and, upon award, provide performance and payment bonds each at 100 percent of the contract amount. The procurement offers preferences to New Mexico resident contractors and New Mexico resident veteran contractors certified by the State Department of Taxation and Revenue. All contractors and subcontractors must be registered with the New Mexico Labor and Industrial Division for public works projects exceeding $60,000 and comply with prevailing wage requirements. Subcontractors exceeding $5,000 must be listed with the bid, and those exceeding $125,000 must furnish separate performance bonds. The contractor is responsible for all costs related to traffic control, stormwater pollution prevention, construction staking, independent testing, insurance, and waste disposal, with a one-year performance and materials warranty required following substantial completion.
