About this file
This is an Engineer's Estimate document for the Carbon Coal Road, McKinley County Industrial Park Waterline Project prepared for the City of Gallup, New Mexico, funded by the US Department of Commerce Economic Development Administration (EDA) under grant 08-79-05634. The project encompasses installation of approximately 2,410 linear feet of 12-inch CL350 ductile iron pipe on Carbon Coal Road (Lot 1) and 540 linear feet of 8-inch CL350 ductile iron pipe on Industrial Park Road (Lot 2). Work includes gate valves (12-inch and 8-inch resilient wedge models), air release valve stations, fire hydrant assemblies with tees and restraints, waterline tie-ins to existing infrastructure, fittings, trenching, rock excavation and disposal, backfilling, and temporary traffic control implementation. Sealed electronic bids were required by January 5, 2026 at 2:00 pm local time through the City's OpenGov procurement portal, with a question submission deadline of December 16, 2025 at 5:00 pm. The contractor must commence work within the Notice to Proceed timeframe and complete the entire project within 90 calendar days, with liquidated damages assessed at $500 per calendar day for non-compliance. A one-year performance and materials warranty period is required following substantial completion.
The Engineer's Estimate establishes a total project cost of $834,458.63, with Lot 1 subtotal of $613,350.00 and Lot 2 subtotal of $158,850.00, including New Mexico Gross Receipts Tax at 8.0625%. Bid bonds equal to five percent of the bid sum and performance and payment bonds each equal to 100 percent of the contract amount are required. New Mexico resident contractors and New Mexico resident veteran contractors certified by the State Department of Taxation and Revenue receive procurement preferences. All contractors and subcontractors must be registered with the New Mexico Labor and Industrial Division for public works projects exceeding $60,000 and comply with prevailing wage requirements. Subcontractors exceeding $5,000 must be listed at bid, and those exceeding $125,000 must furnish separate performance bonds. The contractor is responsible for all costs related to traffic control, storm water pollution prevention, construction staking, independent material testing (soil, concrete, base course, and asphaltic concrete), insurance, and waste disposal. Plans and specifications are available from DePauli Engineering & Surveying for a $250 refundable deposit.
