This is a Request for Proposal (RFP) issued by the City of Jackson, Michigan for tree purchase and planting services. The City seeks qualified contractors to provide, deliver, plant, maintain, and guarantee a total of 150 street trees across at least 12 species during two planting seasons: March 1 to May 15, 2026, and October 1, 2026 through soil freeze. Proposals must be submitted electronically via the e-Procurement Portal by January 19, 2026 at 12:00 pm, with a contract term of one year covering the planting and a two-year establishment period (defined as June, July, and August of each year). The entire project, including punch list items and turf grass restoration, must be completed by August 31, 2028. The contract is subject to two one-year renewal options contingent upon approval of both parties, with unit prices increasing by three percent annually if renewed. A third-party consultant is currently performing a Tree Inventory and Management Plan to determine actual tree species and planting locations after contract award.

Bidders must provide unit pricing per tree for all species they can supply in 2026, with a minimum requirement of pricing for 150 trees across 12 species selected from a list of 29 available species. Evaluation criteria are weighted at 40 points for price and 60 points for corporate accountability, workplace safety, workforce development, and social equity as assessed through a required questionnaire. The contractor must guarantee all plants will be healthy at the end of the establishment period and shall remove and replace any unacceptable trees at no additional cost within the first two months of the next growing season. Prevailing wage requirements apply to this project, with notification of any wage rate modifications to be posted via addendum ten days prior to bid opening. The City reserves the right to reject any or all proposals and to cancel the RFP at any time without penalty.
