ENCLOSURE NO. 4
EVALUATION CRITERIA
The offeror MUST provide a detailed response to each of the evaluation criteria in the order prescribed below:
I. Evaluation
Evaluation will be conducted in accordance with the Argonne National Laboratory approved Procurement Rules based on the Evaluation Criteria set forth below.
II. Overall Relative Importance of Proposal Parts
The Technical Proposal is of greater importance than the Cost Proposal. While the Cost Proposal may not be the controlling factor for award, it will be a significant part of the Laboratory’s selection decision. The Laboratory shall make a selection for award based on the principles of best value. Best value is expected to result from selection of the highest technical acceptable proposal with the lowest evaluated proposed cost. However, it may be in the best interest of the Laboratory to consider award to other than the offeror with the lowest evaluated proposed cost if the perceived technical advantages of a higher evaluated proposed cost proposal merit the additional higher proposed cost.
The Technical Proposal will be adjectivally scored of Outstanding, Good, Acceptable, Marginal and Unacceptable in accordance with the criteria described below. In order to facilitate review of the technical proposals, the information presented should follow the same format and arrangement sequence as outlined below in Section III. Technical Evaluation Criteria.
III. Technical Proposal
A. Technical Evaluation Criteria
The Laboratory will use the technical evaluation criteria enumerated below to evaluate the merit of the Technical Proposals and will utilize the following “relative importance” hierarchy during the evaluation process: listed in descending order of importance.
(1) Technical Approach: Discuss how your firm intends to implement the services in Appendix “B” – Statement of Work, dated November 30, 2020, including the following information:
a. Extent to which your firm has a business presence in each of the countries listed in the Pricing Proposal Format.
b. Describe your payroll cycle i.e., how many payroll cycles do you issue per month (monthly, bi-weekly) and is the salary paid in country and in local currency, etc.?
c. Describe the level of service available to the Laboratory (including how your firm can be reached 24/7 in case of an emergency, and any complimentary services provided by your firm). Describe all warranties and service level agreements that you offer as part of your services.
d. Number of people for which you have or are currently providing services in each of the countries listed in the Pricing Proposal Format and the term.
e. Describe your firm’s policies and procedures regarding currency exchange rate differences and conversion rates when an individual’s assignment must be extended.
(2) Provide a process flow document and expected turnaround time for placements.
(3) Describe an unexpected or difficult employer of record situation that you have had to overcome (include the circumstances, the steps you took to resolve the situation, what you learned from the incident, and what (if any) internal policy or procedure was changed to lessen the likelihood of having the incident re-occur).
(4) Experience in Performing Similar Work: Discuss the amount, relevance, quality of experience, and certifications of the personnel you propose to furnish in response to requirements as specified in Appendix “B”, Argonne National Laboratory, Statement of Work, dated November 30, 2020.
B. Proposal Risk
Proposal Risk shall be considered with respect to all other factors. Evaluation of Proposal Risk includes consideration of: Offeror’s demonstration of understanding of scope; risk of successful performance of the contract; and ability and commitment to service.
C. Performance Risk
Offerors shall be evaluated on their past performance in providing similar services to those solicited in this RFP and shall provide documentation necessary to adequately evaluate the Offeror’s capability to successfully perform the requirements stated in the RFP. Argonne National Laboratory reserves the right to visit prospective supplier sites to gather additional pre-bid qualification information.
In addition to any other information that the Offeror shall provide to allow Argonne to evaluate past performance, each Offeror shall furnish with their proposal the following information: Your firm’s experience representing other laboratories, or nonprofit research organizations as an Employer of Record. Include names of clientele, along with professional contact information (company, address, phone, email) of three (3) people who can discuss your work.
IV. Financial Condition and Capability
The offeror’s financial condition and capability to perform the work will be evaluated to determine if adequate resources are available and committed for performance. During the evaluation, financial references may be requested and contacted in order to determine the offeror’s financial stability during the past years. The adequacy of available working capital to permit performance under the agreement will be evaluated.
V. Exceptions and Deviations to Proposed Contract
All exceptions and deviations taken to the Proposed Contract or other business areas will be evaluated for any potential impact on the contract performance. Any exceptions to or requested deviations from the Statement of Work will be evaluated as part of the Technical Proposal.
