REHABILITATION OF PROTECTED AVIAN SPECIES AT PMRF
1 11 JUNE 2021
PERFORMANCE WORK STATEMENT (PWS) for
CONTRACT [XXXXXX‐XX‐X‐XXXX]
REHABILITATION OF PROTECTED AVIAN SPECIES
AT PACIFIC MISSILE RANGE FACILITY, KAUAI, HAWAII
06/11/2021
SECTION 1.0 ‐ GENERAL
This performance work statement (PWS) solicits services for performing rehabilitation of injured and sick native birds at the Pacific Missile Range Facility (PMRF) on Kauai and shall be performed as outlined below. The duration of work under this contract shall not exceed 1 year from the award date. This action will be performed in accordance with the Endangered Species Act and the Migratory Bird Treaty Act. Naval Facilities Engineering Systems Command (NAVFAC), Hawaii and Naval Facilities Engineering Systems Command (NAVFAC), Pacific will administer this contract. All work must be performed following applicable and appropriate Federal and State permits.
Under this PWS, the following services will be required:
‐Transportation of injured birds to/from PMRF and the rehabilitation center ‐Communication regarding care and outcomes ‐Arranging for birds to be banded prior to release ‐Medical care for birds in care with the primary goal to be releasable; euthanasia if treatment is not possible ‐Quarterly reports and documentation for each bird transferred from PMRF
1.1 PRIMARY OBJECTIVE
The primary objective of this project is to provide rehabilitation of injured and sick native birds at the Pacific Missile Range Facility on Kauai. The contractor shall include all of the necessary labor associated with meeting the objective. An option for rehabilitation care materials and travel is included and may be exercised.
The contractor shall obtain final approval of the work required by NAVFAC HI and maintain permits issued by the State of Hawaii and the U.S. Fish and Wildlife Service (USFWS) to provide care for native and listed species upon completion of these performance objectives as specified in Section 7.0 ‐ PERFORMANCE MEASUREMENT, PAYMENT SUMMARY, AND OFFER SCHEDULE.
1.2 BACKGROUND
The Pacific Missile Range Facility (PMRF) provides habitat that supports the following protected resident species or transiting seabirds (indicated with *):
(1) Hawaiian duck
(2) Hawaiian stilt
2 11 JUNE 2021
(3) Hawaiian gallinule
(4) Hawaiian moorhen
(5) Hawaiian goose
(6) Laysan albatross
(7) wedge‐tailed shearwater
(8) black‐crowned night heron
(9) Newell’s shearwater*
(10) Hawaiian petrel*
(11) band‐rumped storm‐petrel (Hawaii DPS)*
PMRF also supports migratory shorebird species and other resident seabirds that may occasionally be found within the installation and which may require care.
A Biological Opinion (BO) was issued by U.S. Fish and Wildlife Service in 2014 for Base‐wide Infrastructure, Operations and Maintenance at PMRF. This BO requires minimization of impacts to endangered species through a variety of means; one option to compensate for waterbird hazing that occurs for Bird Aircraft Strike Hazard is to fund rehabilitation through the Save Our Shearwaters (SOS) program. PMRF is also required to transfer injured and ill endangered species at the installation to a care facility. Since the BO was issued, PMRF has brought over 100 birds to SOS for rehabilitation, but has provided no funding.
SECTION 2.0 – WORK ELEMENTS
The contractor shall furnish all labor, materials, equipment, facility and permits necessary to perform all work in accordance with the PWS. The contractor shall conduct all work in accordance with all pertinent state, local and federal regulations and approved work plans.
The contractor’s work areas and activities at the site shall be subject to inspection without announcement by the Navy and their representatives.
The Contractor’s proposal should be presented in .pdf format.
