The initial contract term will run from approximately April 1, 2025, to July 1, 2029, with potential for two additional one-year renewal options.
The pricing model is based on 10,400 service hours per year, with the contractor responsible for all operating costs including labor, supervision, equipment, and technology maintenance. The City will provide two Hyundai Elantra Hybrid vehicles for lease, with the contractor responsible for insurance, fueling, maintenance, and storage. The City of Beaverton has established an Equity Procurement Program with an aspirational goal of 15 percent participation for firms certified by the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID). Evaluation criteria include knowledge and experience (20%), project approach and understanding (30%), relevant experience (20%), Equity in Procurement Program compliance (12%), and contract price (18%). Contractors must carry commercial general liability insurance of at least $2,000,000 per occurrence and automobile liability insurance with a $1,000,000 combined single limit. Contractors are required to complete subconsultant disclosure forms identifying potential subcontractors and their certifications, including Emerging Small Business (ESB), Minority-owned Business (MBE), Women-Owned Business (WBE), Service-Disabled Veteran-Owned Business (SDV), and Disadvantaged Business Enterprise (DBE) designations.
