About this file
This Emergency Purchase Statement pertains to the Illinois Department of Natural Resources' acquisition of fabricated steel stop logs from Orsolini Welding Fabricators to address a critical infrastructure failure at Sinnissippi Dam in Rock Falls. The project involves the fabrication and delivery of four large steel stop logs that will be placed upstream of Gate 3 to control water flow through a failed gate section. An inflatable Obermeyer bag in Gate 3 ceased functioning, creating an uncontrolled water leak that threatens the agency's ability to maintain the minimum required upstream pool elevation of 636.1 feet necessary for water supply to the Hennepin Canal and Rock Falls Hydroelectric plant. The emergency procurement was necessary to prevent potential cascading failures of adjacent gate sections and ensure operational capacity, particularly during drought conditions. The expected project timeline runs from March 20, 2025, through June 20, 2025.
The estimated expenditure for this emergency purchase is $179,530 in State Appropriated Funds. Orsolini Welding Fabricators was selected as the sole vendor after the agency solicited all vendors under NIGP code 570-68 (steel beam fabricators) for cost and delivery time estimates; Orsolini was the only vendor to respond to the solicitation. The agency made best efforts to include Business Enterprise Program-certified contractors in the procurement process by including several BEP vendors in the initial solicitation, though none submitted responsive bids. No existing State contract was available to meet this emergency need. The procurement was authorized by Maurice Mosley, Agency Procurement Officer, on March 20, 2025, with the statement that the emergency purchase was made with as much competition as practicable under the circumstances.

Involving threat to public health or public safety
Reason for selection of this particular vendor:
They were the only vendor to respond when asking vendors that fabricate steel beams to provide estimates for cost and delivery times. All vendors under the NIGP code 570-68 were contacted.
Description of supplies or services to be provided:
Illinois Department of Natural Resources staff found that one of the inflatable Obermeyer bags present in Gate 3 at the Sinnissippi Dam in Rock Falls would no longer inflate, allowing a section of Gate 3 to be lower than the other gate sections.
With this section of gate lower than the other gate sections, it is allowing water to flow uncontrolled through this area. The IDNR is required to maintain a minimum pool elevation of 636.1’ upstream of the Sinnissippi Dam to supply water to the Hennepin Canal and to the Rock Falls Hydro-electric plant. Since this section of gate has failed, the IDNR will be unable to properly control the upstream pool elevation, and maintain the minimum required elevation, especially during periods of drought and lower river flows. The uncontrolled flow of water though this section could also put undo stresses and strains on other gate sections which could lead to an even larger failure of the dam. Stop logs are large sections of steel that are placed in the gate bays that can stop the flow of water through the gate section. The IDNR needs to purchase 4 additional stop logs so they can be placed upstream of Gate 3 to stop the flow of water through the gate. This will allow the IDNR to maintain the upstream pool elevation at the required elevation until the gate can be examined and a permanent repair is made. The vendor is fabricating a total of 4 stop logs that will be delivered to the Sinnissippi Dam. Once delivered the stop logs will be placed in the Gate 3 Bay to stop the uncontrolled leakage of water through the gate.
Emergency procurements shall be made with as much competition as is practicable under the circumstances, and agencies shall utilize best efforts to include contractors certified under the Business Enterprise Program in its emergency procurement process. 30 ILCS 500/20-30(a).
List the actions taken by the agency that constitute its best efforts to include contractors certified under the Business Enterprise Program in this emergency purchase:
ll vendors under NGIP code 570-68 were solicited for bids. The list of vendors approved for this code included several BEP vendors. These BEP vendors had the same opportunity to submit bids for this project as any other vendor, but the only vendor to respond to the request was Orsolini.
Is there an existing State contract available for the required supplies or services? Yes No
