About this file
This Emergency Purchase Statement is submitted by the Illinois Student Assistance Commission (ISAC), located in Deerfield, Illinois, to the State of Illinois Chief Procurement Office for General Services. The procurement authorizes emergency continuation of Electronic Transcript Services, a comprehensive platform that enables Illinois high schools to electronically submit student transcripts to colleges and universities across the United States as part of the college application and enrollment process at no cost to students. The services include secure processing, management, and electronic transmission of student transcript records; continued hosting and maintenance of the established platform; system integrations; and related technical and customer support. The emergency procurement covers a 90-day interim period from March 1, 2026, through May 28, 2026, during which the vendor will maintain uninterrupted service while ISAC finalizes execution of a new contract through a completed competitive procurement process (RFP 26-691ISAC-COLAC-B-49281).
Parchment/Instructure Inc., located in Salt Lake City, Utah, is the incumbent vendor providing these services under an existing contract that expired on February 28, 2026. The vendor was selected as the sole provider capable of ensuring uninterrupted continuation of these critical services, as transitioning to an alternative vendor would require system integration and institutional coordination with Illinois schools that cannot be accomplished without disruption during the interim period. The total estimated expenditure for the 90-day emergency period is $153,076.89, funded through State Appropriated Funds. The Commission on Equity and Inclusion approved a 0% Business Enterprise Program (BEP) goal due to the lack of subcontracting opportunities associated with these services, and therefore no BEP participation is anticipated during this emergency procurement period.

| ExplanationForSelectingVendor: Parchment (Instructure) is the incumbent vendor currently providing electronic transcript services to ISAC under a contract that expired on 2/28/2026 (Bidbuy ref# 25-691ISAC-COLAC-P-77920). |
ISAC has conducted a competitive procurement (RFP 26-691ISAC-COLAC-B-49281) for these services, however, the RFP remains at the award stage due to an unforeseen delay. The RFP was not awarded nor fully executed prior to the current contract expiration date.
Parchment/Instructure is the only vendor capable of providing uninterrupted continuation of these critical services during this interim period. Transitioning to a different vendor prior to the completion of the RFP would require system integration and institutional coordination with Illinois schools which cannot be accomplished without disruption.
ExplanationSuppliesServices: The vendor will continue providing Electronic Transcript Services under the existing contract. Services include secure processing, management, and electronic transmission of student transcript records; continued hosting and maintenance of the established platform; system integrations; and related technical and customer support services as currently provided under the contract that has just expired.
This is a comprehensive electronic transcript exchange platform service that allows Illinois high schools to electronically submit student transcripts to colleges and universities across the United States as part of the students’ college application and enrollment process at no cost to students.
This emergency procurement allows uninterrupted access to the vendor's services for a period of 90 days while ISAC finalizes and executed a new contract through the completed competitive procurement process.
| TextField1: For the RFP currently in process, the Commission on Equity and Inclusion (CEI) approved a 0% BEP goal due to the lack of subcontracting opportunities associated with the NIGP codes for these services. Accordingly, there remains no opportunity for BEP participation during this short-term emergency period. |
