About this file
This document is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office related to a contract opportunity with the State Board of Elections. The State Board of Elections is procuring an advertising campaign to address election disinformation and vote-by-mail information. The contract will have the Illinois Broadcasters Association develop and coordinate the broadcast of radio and television spots in both English and Spanish languages across the state. The campaign will include a minimum of 7,121 radio messages and 1,800 television messages. The emergency contract has an expected start date of August 30, 2021 and an estimated end date of October 31, 2020, with a total estimated cost of $325,000.
The justification for selecting the Illinois Broadcasters Association is that they are the only statewide organization maintaining partnerships with both radio and television stations, allowing them to leverage their member services at reduced rates. Additionally, the Illinois Broadcasters Association offers non-commercial announcement capabilities that provide the State Board of Elections flexibility in messaging and media placement. Funding for this emergency contract will be sourced from state appropriated funds.
