About this file

This document is an Emergency Purchase Statement and Extension from the Illinois Department of Juvenile Justice (IDJJ) for the procurement of Communication Center and Monitoring Services.

The IDJJ seeks to continue these essential services through vendor Protocol Criminal Justice until an RFP can be prepared and a new responsive vendor secured. The original emergency contract was for $53,000 from September 1, 2021 to November 29, 2021. The IDJJ is now requesting a 6-month extension from November 30, 2021 to June 30, 2022 for an additional $123,000, to allow time for the competitive procurement process to be completed. These 24/7 monitoring and supervision services are critical for the safety of youth, staff, and the public within the juvenile justice system.

Describe the scope of the original emergency (supply, service, etc.):

The Illinois Department of Juvenile Justice seeks to continue Communication Center and Monitoring Services through vendor Protocol until such time as it can prepare a Request for Proposal (RFP) and acquire a responsive vendor. These services are essential to the safety of staff, youth and the general public. These services are essential for any correctional organization, including the Department of Juvenile Justice. These services will include 24 hour monitoring and a web-based community supervision and management service all in a call center environment. The Department needs to continue these services to allow time for them to be properly procured under the State Procurement Code and fully operational.

Describe the scope of the extension (supply, service, etc.). Show justification for extending the original emergency contract, and explain why the extension need cannot be met through a competitive process:

The scope includes a control center as a 24-hour service that provides instant data on youth offender movements and processes parole documents. Service remains the same as the original emergency contract. This is a continuous 24/hour, 7 day a week,, 365 day a year operation that must be maintained for the safety of youth, staff and general public. Granting the emergency extension allows the agency to properly secure a vendor on contract using competitive bidding. We expect to award the bid by end of the year or shortly thereafter and then allow time for everything to become operational in the event we award to a new vendor. The Agency should have in place a vendor and the system should be operational by June 30, 2022.

Was authorization to proceed verbally given? No Yes NA

Term of emergency procurement shall not exceed 90 days. Contract may be extended beyond 90 days if CPO determines additional time is necessary; however, prior to execution of extension, CPO must hold a public hearing and provide written determination

*Actual end date and cost will be reported later.
