About this file
This is an Emergency Purchase Statement from the State of Illinois, Central Management Services, Bureau of Strategic Sourcing, documenting an emergency procurement for pressure reducing valve replacement services at the Peoria State Garage located at 6510 W. US Highway 150, Edwards, IL 61528. The project involves the replacement of the building's main pressure reducing valve, which had failed and created an immediate risk of severe plumbing damage including burst pipes and appliance failure due to excessive water pressure of 105 psi (compared to the ideal 60 psi). The emergency procurement was authorized with an expected start date of February 4, 2026, and an estimated completion date of May 4, 2026. The selected vendor, Prairie State Plumbing & Heating Inc., located in Springfield, Illinois, was chosen based on its ability to provide the required release valve from existing stock and deliver it faster than other available contractors, including five Business Enterprise Program (BEP) certified vendors identified within 100 miles of the location for the relevant NIGP code 91468.
The total estimated expenditure for this emergency purchase is $2,750.00, with funding sourced from State Appropriated Funds. The emergency purchase was authorized by Martha Blackwell, Facilities Portfolio Manager, on February 5, 2026, and was documented under Reference Number 26-416CMS-BOPM4-B-51054. The statement confirms that the emergency procurement was made with as much competition as practicable under the circumstances and that best efforts were utilized to include BEP-certified contractors in the process, as required under 30 ILCS 500/20-30(a). The justification for selecting Prairie State Plumbing & Heating Inc. over other BEP vendors was based on the vendor's superior ability to meet the urgent timeline by maintaining the necessary valve in stock.
