About this file
This document is an Invitation for Bid (IFB) issued by the Illinois Department of Innovation and Technology (DoIT) for EMC Storage Hardware, Software, Support/Maintenance and Services. DoIT intends to establish an indefinite quantity, agency-specific, brand name contract for the purchase of EMC Storage products to implement and maintain an enterprise storage infrastructure. Bidders must submit hard copy bids, as no electronic bids will be accepted for this solicitation. The award will be based on the highest total weighted score, calculated by multiplying the percentage discount off EMC List Price and the evaluation weight for each line item.
The pricing section indicates that the award shall be based on adding all the weighted scores in the table and selecting the highest total weighted score. The example provided shows a 20% discount with a 25% evaluation weight, resulting in a weighted score of 5. There is no mention of any set-asides, incumbents, funding requirements, or other salient pricing information.

EMC Storage Hardware, Software, Support/Maintenance and Services (IFB) BidBuy # 19-448DOIT-INFOT-B-1601 Questions and Answers – 06/27/18
1) Question:
Want to confirm that I am using the correct equation to calculate the weighted score as there are a few different ways to express it.
“Vendor shall multiply Percentage Discount off EMC List Price and Weight to determine a Weighted Score for each item. Each line item shall receive a weighted score according to the needs of the State (% off MSRP X evaluation weight = weighted score)”
Do we multiply the discount and weights expressed as whole numbers or as decimals?
Answer:
The award shall be based on adding all the weighted scores in the table and selecting the highest total weighted score, listed on the last line of the table. (See Pricing Section 2.1.2).
Please see the following example if you were to use a 20% discount with a weighted score of 25%:
20 x .25 = 5
