About this file

This document contains questions and answers related to an Electronic Lien and Titling (ELT) prequalification solicitation issued by the Illinois Secretary of State's Office (SOS). The solicitation seeks proposals from multiple vendors to implement and operate an ELT program in Illinois. Vendors will be responsible for registering lenders, receiving and holding title records, and maintaining transactional capabilities for correcting and updating title records. The solicitation has a due date of March 3, 2023, and the SOS anticipates beginning system development. There are various clarifications provided regarding the ELT program, such as the ability for lienholders to submit lien requests, utilize electronic signatures, request paper titles, and release liens with titles mailed to third parties. The SOS also confirms that this contract does not have a small business set-aside requirement and that there will be no direct payments from the state to awarded vendors.

Regarding pricing, the SOS has not determined the fee structure for the ELT program at this time. The document also provides information on security standards, data transfer protocols, and the availability of financial disclosure forms for private organizations. Overall, this document outlines the key details and requirements of the Illinois SOS's ELT prequalification solicitation.
