About this file

This is a Request for Information (RFI)/Sources Sought notice issued by Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory under a U.S. Department of Energy contract, seeking expressions of interest from suppliers regarding Electronics Cabinets and Rack-mounted solutions for the Electron Ion Collider (EIC), a new Nuclear Physics Facility. The RFI is for informational and planning purposes only and does not constitute a commitment by the U.S. Government or an obligation to pay for information received. BSA is seeking responses by 5:00 PM EST on June 4, 2026, via email to Cindy Blanchard at cblanchar@bnl.gov.

The procurement involves approximately 900 cabinets procured over an estimated five-year period from 2027 to 2032. Suppliers must address five key capability questions: past experience within the past five years producing electronics cabinets and rack-mounted solutions per specification EIC-PSG-SPC-006; minimum order quantities and lead times; capabilities to provide Computational Fluid Dynamics (CFD) analysis; manufacturing, assembly, and testing capabilities to meet proposed schedule constraints; and U.S. manufacturing capabilities. Responses must include a compliance matrix addressing the Statement of Work (EIC_PSG_SOW-003) and Technical Specification (EIC-PSG-SPC-006), budgetary pricing for three cabinet configurations at quantities of 25, 50, 100, 250, and 500 units, estimated lead times, and any exceptions to BSA General Terms and Conditions for Noncommercial Items (Revision 24.0, April 2026). Pricing should be based on current costs, exclude shipping, and include assumptions for rack inputs such as chilled water temperature and air flow rates. The three cabinet configurations include two fan-cooled ambient air-cooling designs (3 kW maximum heat removal, 52U, varying widths and depths) and one heat exchanger water-cooled design (8 kW maximum heat removal, 52U, 31.5" width, 42" depth).

Request for Information (RFI)/Sources Sought

No. 05042026-CAB Electronics Cabinets/Racks

To all Potential/Interested Suppliers, Brookhaven Science Associates, LLC (herein known as “BSA”), operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE), is seeking expressions of interest from firms regarding Electronics Cabinets and Rack mounted solutions as outlined in the following attachments:

Attachment A- Additional RFI parameters and budgetary pricing table based on supply quantity.

Attachment B- Statement of Work for the EIC Rack Enclosures (EIC_PSG_SOW-003) Attachment C- Technical Specification for the EIC Rack Enclosures (EIC-PSG-SPC-006) Attachment D- BNL-QA-101 Revision 04/2025

Please note that this is an RFI/Sources Sought notice, not a Request for Proposal, and no solicitation exists at this time.

This RFI is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information received. The information from this notice will help the Department of Energy (DOE) Office of Basic Energy Sciences (BES) survey available resources.

The Electron Ion Collider (EIC) is a new Nuclear Physics Facility that will use collisions between polarized ions and polarized electrons to study the inner structure of the Nucleon.

Please provide the following information:

1. Does your company have the capabilities and past experience, within the past 5 years, in producing electronics cabinets and rack mounted solutions as noted in EIC-PSG-SPC-006?

2. What is the minimum order quantity? What is the lead time?

3. Does your company have the capabilities to provide Computational Fluid Dynamics (CFD) analysis of BNL rack configurations?

4. Does your company have manufacturing, assembly, testing capabilities and available resources to meet the proposed schedule constraints?

5. Does your company have manufacturing capabilities in the US?

We are open to all information you can and care to provide at this point. Please provide responses to BSA no later than 5:00PM EST, June 4, 2026.

BSA prefers electronic submissions of submittals. Electronic submissions will be accepted by the following method:

• Email submissions should express your interest and describe your capabilities related to delivering this product. Emails shall be sent to Cindy Blanchard at cblanchar@bnl.gov with the BSA RFI 05042026-CAB in the Subject Line.

We trust that the information contained herein is sufficient to permit your company to prepare a submittal outlining:

1) your capabilities

2) estimated lead times

3) compliance matrix listed in Section 1 Table

4) budgetary pricing based on the quantity options listed in Section 2 Table.

5) Any exceptions you take to BSA General Terms and Conditions for Noncommercial Items

(see Attachment E below)

Attachment A Pricing and Procurement Strategy

Dated: May 4, 2026

1. Overview

1.1 Current Estimated Qty of Approximately 900 Cabinets, Procured over an estimated 5-year period, 2027-2032.

1.2 Please quote pricing based on costs associated with today’s environment. Inflation estimates will be handled by BNL.

1.3 Omit any costs associated with shipping/transportation of completed cabinets to BNL.

1.4 BSA could potentially award one or multiple awardees at time of competitive solicitation.

1.5 It is expected at time of final design, that racks will have varying overall dimensions for rack, doors, and rack base. Racks will also have the differing penetration requirements, depending on the cooling method, and cable access needs. These penetrations will either have blank panels, fans, filters, or other modifications to allow for cable access, AC delivery, or water fittings.

1.6 Where appropriate in your responses, please include assumptions for rack inputs (chilled water temperature, ambient air temperature, air temperature and flow rate, etc.)

1.7 BNL recognizes these unknowns will influence final pricing but is under the assumption that a sufficient budgetary quote can still be estimated by the supply base.
