About this file
This is Amendment #2 to a Request for Information (RFI) issued by the State of Tennessee, Department of Mental Health and Substance Abuse Services (TDMHSAS) for an Electronic Health Record (EHR) system. The RFI seeks vendor information regarding the design, implementation, and deployment of a comprehensive EHR solution across Tennessee's four Regional Mental Health Institutes (RMHIs) located in Chattanooga (165 beds), Nashville (232 beds), Bolivar (150 beds), and Memphis (55 beds), totaling approximately 600 inpatient beds and 2,000 named system users. The user base comprises approximately 22 prescribers, 996 nursing staff, 257 clinical staff, and 404 administrative/support users. The amendment confirms the RFI response deadline as June 30, 2026, at 4:00 P.M. Central Time. The State anticipates a phased implementation approach with staggered rollout by facility. Written questions and comments deadline was June 2, 2026, with State responses provided on June 9, 2026. No product demonstrations or technical workshops are planned following RFI evaluation. The current EHR system is Netsmart myAvatar, with a contract expiration anticipated June 30, 2027.
The RFI requires vendors to address integration with existing systems including laboratory interfaces, pharmacy management (currently RxConnect), automated medication dispensing systems (Pyxis), revenue cycle and billing systems, clearinghouse services (currently Waystar), clinical documentation, computerized provider order entry, treatment planning, and reporting solutions. The State requires closed-loop medication management across EHR, pharmacy, dispensing, and medication administration environments. Vendors must demonstrate capability to support PDMP reporting, IPFQR (Inpatient Psychiatric Facility Quality Reporting), TennCare-specific reporting, CMS compliance, high-availability infrastructure, and disaster recovery capabilities. The State manages billing and claims processing internally and anticipates approximately 500 claims submitted monthly, 700–1,500 eligibility inquiries monthly, and 1,000–4,500 remittances monthly, with batch processing acceptable. The State is interested in learning about available AI capabilities and estimates initial AI utilization at approximately 100 users. Full historical patient data conversion is anticipated. No contract value, set-asides, or anticipated award timeline has been established; any future procurement activities will be announced through standard State procurement processes.
