About this file

This document provides a rating scale for evaluating proposals submitted in response to solicitation number EL1039-23 from the Department of Justice Bureau of Prisons Correctional Facilities for a UNICOR Procurement Writing System. The rating scale describes five levels of scores from Excellent to Unacceptable based on how completely the proposal meets requirements, contains strengths and weaknesses, and demonstrates the contractor's understanding of the services. An Excellent score of 9-10 indicates the proposal exceeds requirements in many areas with few minor weaknesses and no deficiencies, demonstrating an exceptional understanding. A Good score of 7-8 means the proposal meets all requirements with some strengths and minimal weaknesses. An Acceptable score of 5-6 signifies the proposal meets requirements but may have some weaknesses that do not prevent success. A Marginal score of 3-4 shows the proposal does not clearly meet all requirements and has deficiencies that could prevent success if not addressed. An Unacceptable score of 0-2 represents a proposal that fails to meet requirements and has deficiencies and weaknesses demonstrating a failure to understand the scope of work.

Rating Scale:

Excellent (9-10)- The proposal meets requirements in all stated areas and exceeds requirements in many areas. The proposal contains several strengths most of which are significant, may contain minimal minor weaknesses which do not require discussions, and contains no deficiencies. Based on information provided, there is little doubt that the contractor demonstrates an exceptional understanding of the services required to exceed most contract requirements. The highest quality of contract performance is anticipated with little or no risk of unsuccessful contract performance.

Good (7-8) - The proposal meets all stated requirements. The proposal contains strengths, some of which may be significant, may contain minimal weaknesses which do not require discussions, and contains no deficiencies. Based on the information provided, the contractor demonstrates a good understanding of the services required to exceed some contract requirements. There is a high probability of success with little risk of unsuccessful contract performance.

Acceptable (5-6) - The proposal meets all stated requirements. The proposal may or may not contain strengths, whether significant or not and may contain some weaknesses that will not prevent successful completion of the contract, and contains no deficiencies. Based on the information provided, the contractor demonstrates the minimum level of understanding of the services required to meet contract requirements. There is a fair probability of success with a moderate degree of acceptable risk.

Marginal (3-4)- The proposal does not make clear that it meets all stated requirements. The proposal contains deficiencies that could be addressed with changes to the proposal, and/or contains a number of significant weaknesses that may prevent successful completion of the contract, but could contain strengths. Based on information provided, there is doubt that the contractor understands the services required to meet the contract requirements. Requirement/services can be met only with major changes to the proposal. There is a low probability of success with multiple minor risks or one or more major risks that, if not mitigated, will likely impede successful performance.

Unacceptable (0-2) - The proposal fails to meet the stated requirements. The proposal has one or more deficiencies, gross omissions, and/or significant weaknesses. The proposal demonstrates the contractor's failure to understand much of the scope of work necessary to perform the required tasks, failure to provide a reasonable, logical approach to fulfilling much of the government's requirements or failure to meet many requirements in the solicitation. One or more areas would have to be completely revised in order to attempt to make it other than unacceptable. Proposal presents an unacceptably high degree of risk to successful contract performance.
