About this file
This is a preliminary architectural reference sheet and site plan document for the City of Tucson's El Pueblo Center Revitalization project, located at 195 W Irvington Road in Tucson, Arizona. The project encompasses five major components: a Community Safety Hub (7,001 square feet), a Neighborhood Child Care Center (2,214 square feet of indoor activity space with a 4,659 square foot outdoor play area), office and program space including high-tech/high-flex computer labs and conference facilities, campus wayfinding and pedestrian circulation improvements, and an event plaza with shade canopy (2,000 square feet). The reference sheets include detailed floor plans, room-by-room specifications with square footages, licensing occupant calculations based on Arizona Department of Health Services regulations, and a comprehensive site diagram showing the relationship between all facilities including a transit center, library, senior center, and adjacent amenities. The design is preliminary and not for construction, with revisions dated October 30, 2024, and November 15, 2024. The selected architectural firm will be required to provide construction documents and construction administration services for the complete project, with construction estimated to begin in Fall 2026 and complete by January 2028.
The reference sheets detail specific scope items including replacement of light fixtures with energy-efficient LED, IT network and Wi-Fi infrastructure updates, door hardware and weatherstripping replacements, interior painting, kitchen equipment upgrades to code compliance, signage allowances, roofing repairs, flooring replacements with upgraded materials (carpet, VCT, and specialty finishes), ADA-compliant restroom renovations, playground shade structure replacement with updated fall-compliant surfacing, concrete and sidewalk improvements with proper drainage, and HVAC system upgrades replacing window units with split-system heat pumps. The total projected design budget is approximately $650,000, funded through federal earmarks and subject to HUD regulations and federal compliance requirements. The procurement requires good faith efforts to include Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) participation, with firms requiring Arizona Unified Certification Program (AZUCP) certification for eligibility.
