About this file

This is a Technical Information Questionnaire (TIQ) for Army solicitation W912CH-25-R-0219, which evaluates contractor capability to meet technical requirements for manufacturing a Ground Hop Kit (NSN 2920-01-700-1933, Part Number 57K7985). The TIQ contains six evaluation questions designed to verify that offerors will use qualified products as specified in Drawing 19207 57K7985. Specifically, contractors must demonstrate use of qualified suppliers for: (1) wiring harnesses and cables meeting FAT requirements with potential waiver provisions upon successful completion of initial testing; (2) ground hop kit installation instructions per drawing 19207-14005053; and (3) materials meeting MIL-DTL-23053, SAE-AMS-DTL-23053, MIL-DTL-38999, and MIL-PRF-2104 specifications. Each evaluation question requires supporting documentation such as current quotes, previous invoices, or letters of commitment from qualified suppliers.

The underlying solicitation is for a five-year, firm-fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) contract issued by the United States Army Contracting Command - Detroit Arsenal as a Small Business Set-Aside. The requirement is for 35 Ground Hop Kits (with 100% option) under NAICS Code 336320, with origin acceptance and Military Level A packaging. The Technical Data Package is export-controlled (Distribution D) and requires Joint Certification Program (JCP) certification for access via SAM.gov. Failure to provide substantiating documentation for each TIQ evaluation question may result in proposal rejection per Section L.4.1.2 of the solicitation.

Attachment 0001– TIQ EH5C0781EH

INSTRUCTIONS TO DELETE:

EACH TIQ WILL BE DIFFERENT. WORK WITH ILSC/ENGINEERING TO CHOOSE THE MOST LOGICAL ITEM(S) TO INCLUDE. IT COULD BE ONE ITEM, OR 10, BUT MINIMUM TO FEEL CONFIDENT IS FINE. EXAMPLES MAY INCLUDE:

A) MANUFACTURE REQUIRES A UNIQUE PIECE OF EQUIPMENT LIKE A 10 TON CRANE OR SPECIAL CNC MACHINE…PROOF THAT THEY HAVE OR CAN GET THE EQUIPMENT IS A GOOD TIQ ITEM.

B) TDP INCLUDES QPLS (LIKE EXAMPLE BELOW)*

C) PERHAPS THE ITEM IS SIMPLE, BUT THERE ARE HIGHER LEVEL PACKAGING REQUIREMENTS WE WANT TO VERIFY

RECOMMEND A SELECTION FROM (B) IF APPLICABLE, BUT ANY THAT MAKE SENSE ARE FINE.

*QPLS HAVE THE ADDED BONUS OF CONFIRMING THAT SOME TDP HAS BEEN REVIEWED.
